PROVISIONS OF LAWS AND REGULATIONS. Section 1. It is agreed and understood by the Employer and the Union that in the administration of all matters covered by this agreement, officials and employees are governed by existing or future laws and regulations of appropriate Government wide authorities, including the CFR; by published agency policies and regulations in existence at the time this agreement is approved and subsequently published agency policies and regulations required by law or by the regulations of appropriate Government wide authorities.

In the administration of matters covered by this Master Agreement and the Unit described in Parties to the Agreement and Article 2 (Recognition and Unit Designation), the Parties and employees will be governed by applicable federal laws; applicable government-wide regulations; and Agency policies, procedures, and practices in existence at the time this Agreement is approved and which are not otherwise in conflict with this Agreement.

In the administration of all matters covered by this Agreement, the Parties are governed by: Laws, Executive Orders, the Code of Federal Regulations (CFR), government-wide rules and regulations; any published Agency (DOD) and Department of the Air Force instructions in existence at the time the Agreement was effective (which means: approved by the Agency, signed by the Parties, and in effect); and subsequently published Agency regulations which are not otherwise in conflict with the provisions of this Agreement. Where new or existing provisions of Agency and/or Air Force Instructions issued after the effective date of this Agreement conflict with this Agreement, the Parties agree the terms of this Agreement prevail. The requirements of this Article shall apply to all understandings or agreements between the parties.
