Providing Access a) The Commission, representing the Scottish Executive, agrees to authorise access to the Forest by the Partners for the completion of projects in accordance with agreed Project Plans, the agreed Annual Programme of Works and the Forestry Commission bylaws 1982 and any subsequent revisions. Such access will include woodlands, pastures or unplanted areas and water courses, but specifically excluding buildings (unless specifically agreed), and only so far as such access is consistent with rights of the Scottish Ministers’ tenants and other parties who have or may have legal rights in the Forest.
