Project Readiness. The Applicant must provide evidence of Project readiness to the satisfaction of CSFA. The Applicant must provide the following readiness information as applicable:
Project Readiness. It shall be a condition of Closing, for the benefit of both Buyer and Seller, that the following items be complete so that the Buyer’s proposed project is ready for commencement at the time of Close of Escrow: a) shell construction plans have been reviewed and approved by Buyer’s Building Division, b) all Entitlements have been issued for the project, including Conditional Use Permits (except that Conditional Use Permit for individual restaurant or bar businesses to sell alcohol may be pending), c) Buyer shall have received from its lender, and shall provide a copy to Seller, reasonable evidence of financing in an amount sufficient to purchase and renovate the property as proposed by Buyer, d) Buyer shall have received approval for any required Encroachment Permit or other Permit from Buyer’s Municipal Utilities and Engineering department for the utilization of public right of way and/or easements adjacent to the Property necessary for Buyer’s proposed project.
Project Readiness. The Hopedale Transloading Railyard Expansion Project meets requirements of an immediate project as it will be completed by June 30, 2021 and is ready to go upon notice to proceed. The project’s right of way is complete, design is complete (attached), all required permits completed, railroad is sponsoring this project and paying match, no third party coordination required, procurement for rail materials is underway, and this site is properly zoned by the town of Hopedale as Industrial Land and was a larger rail yard for over 130 years. This project goes back to what was historically an industrial railyard and manufacturing facility. The only thing that can delay this project would be a delay from MassDOT on the review and approval of this public private partnership grant. Our goal with an August award and contract will be to complete this work before end of 2020 calendar year.
Project Readiness. Demonstrate that the project is “ready to go”. The timeline for project spending is an essential part of any grant. If a project is ready to go, it will normally be completed within 12 months of award and therefore demonstrate a schedule for project completion prior to June 30, 2022. MassDOT will evaluate each project schedule for readiness and how well the project has addressed typical project readiness risk factors. In support of the Project Readiness evaluation the following information should be described.
Project Readiness. The applicant must provide information to demonstrate the applicant’s ability to substantially execute and complete the full scope of work in the application proposal within five years of when the grant is executed, with a particular focus on design and construction, as well as environmental, permitting, and approval processes. Applicants should indicate if they will be seeking permission to use roadway design standards that are different from those generally applied by the State in which the project is located. As part of this portion of the narrative, the applicant must include a detailed activity schedule that identifies all major project and strategy milestones. Examples of such milestones include: State and local planning approvals; start and completion of National Environmental Policy Act and other Federal environmental reviews and approvals including permitting; design completion; right of way acquisition; approval of plans, specifications, and estimates; procurement; State and local approvals; public involvement; partnership and implementation agreements; and construction. Environmental review documentation should describe in detail known project impacts, and possible mitigation for those impacts. Project Readiness. Applications rated as “Highly Recommended” or “Recommended” based on the selection Criteria 1 through 4 will be reviewed for Project Readiness, which will be a consideration for application selection. Project Readiness focuses on the extent to which the applicant will be able to substantially execute and complete the full scope of work in the Implementation Grant application within five (5) years of when the grant is executed. This includes information related to required design and construction standards, as well as environmental, permitting, and approval processes. DOT will evaluate the extent to which the application: • Documents all applicable local, State, and Federal requirements. • Includes information on activity schedule, required permits and approvals, the National Environmental Policy Act (NEPA) class of action and status, State Transportation Improvement Program (STIP) and Transportation Improvement Program (TIP) status, public involvement, right-of-way acquisition plans, procurement schedules, multi-party agreements, utility relocation plans and risk and mitigation strategies, as appropriate. • Is reasonably expected to begin any construction-related projects in a timely manner consistent with all applicable local, State, and Federal requirements.

Project Readiness. BTOP Organizational Readiness The Florida Rural Broadband Alliance (FRBA) was formed as an LLC to bring together two of the three Flroida Rural Areas of Critical Economic Concern (RACEC), in a joint application for BTOP CCI grant funding. Following the successful ROund 1 application of the other RACEC in Florida, the North Florida Broadband Authority (NFBA). The three RACEC's share a legacy of persistent poverty, unemployment, and under education as well as a depressed regional economy. As a result ofthe NFBA's successful approach, use of technology and organizational structure, the newly formed FRBA is proposing a near duplicate application, with the addition of elements that improve efficiency, lower cost, and accelerate the learning curve, by utilizing many of the same team members and processes refined through the NFBA's due diligence process. The FRBA is an LLC formed by two regional economic development organizations that represent their respective RACEC's. Their operating agreement has created a Board of Governors that will be filled by appointees of each of the member Counties, a representative of the Seminole Tribe of Florida, and one representing the towns bordering the Southern RACEC.
