Project Background. The Pan American Health Organization (PAHO/WHO) and the United States Agency for International Development (USAID) have a long history of partnering their efforts with the aim to strengthen health priority areas in the Latin America and Caribbean (LAC) Region. In 2007, PAHO and USAID signed a new three-year US$4 million regional partnership agreement to strengthen health systems in the context of Primary Health Care (PHC) and to improve the quality of services. The objective of the component on strengthening health systems in the context of PHC is to improve the steering role capacity of the National Health Authority (NHA) to develop policies and implement strategies that reduce fragmentation in health through the integration of services, public health capacity building and the creation of synergies between programs and systems. Outcomes focus on the following areas: improving the leadership of the NHA; strengthening health information systems; implementing comprehensive policies that promote universal access and effective interventions; and improving maternal and child health within the context of the continuum of care approach. The objective of the second component on improving quality of health services emphasizes the strengthening of national capacity to organize and develop appropriate and accessible quality health care services that are evidence-based and reflect recognized standards and best practices. Outcomes focus on the following areas: PHC accreditation processes; improved capacity for increased coverage of HIV, malaria and TB prevention, treatment and care among vulnerable populations; strengthening of communicable disease surveillance and response capacity, and the implementation of a Neonatal Regional Plan of Action. The PAHO-USAID collaboration contributes to four Strategic Objectives (SO) from the PAHO Strategic Plan 2008-2012, which are: • SO 2: To combat HIV/AIDS, tuberculosis and malaria; • SO 4: To reduce morbidity and mortality and improve health during key stages of life, including pregnancy, childbirth, the neonatal period, childhood and adolescence, and improve sexual and reproductive health and promote active and healthy aging for all individuals;

Project Background. End-to-end network functionality is best conceptualized using the 5 layer OSI model, that naturally splits the complete functionality into well-defined layers, where each layer is responsible for a well-defined set of tasks. SDR functionality typically focuses on the lowest layer of the OSI, model, emulating a full or partial physical layer on a reconfigurable platform. The advantage of SDR over “off-the-shelf” technology is that it enables a full and open implementation of all low layer functions, enabling innovation everywhere. The disadvantage is however that implementing a full PHY layer is quite complicated, and for a very long time the real-time execution of the PHY layer functionality was only possible for the slowest and simplest technologies, such as IEEE 802.15.4. Recently, SDR technology is improving, and more and more HW-accelerated SDR functionality is becoming available. As a result, SDRs can even be used for some very high throughput and advanced 5G technology, such as Massive MIMO or mmWave. In parallel, open, reconfigurable and real-time MAC protocols are emerging. As a result, SDR PHY and MAC layer technology is becoming mature enough to start considering the concept of networked SDRs. The ultimate goal of the ORCA project is to enable wireless experimenters to unlock the potential of reconfigurable radio technology, by setting up complex experiments involving end-to-end applications that require control of multiple novel technologies or cooperation between multiple networked SDR platforms within 5G (or beyond 5G) performance constraints on latency, reliability or throughput, well before new radio technologies become available on the market in commercial off-the-shelf products.
Project Background. ViiV Healthcare’s innovation unit, ‘the hive’, and Chelsea and Westminster Hospital NHS Foundation Trust (CWFT) previously undertook a joint working agreement to pilot a service concept that aimed to address challenges related to the management of virally-stable patients at the Xxxxxx Clinic, one of CWFT’s HIV clinics. The pilot demonstrated promising outcome signals. The pilot was appraised by a panel of ViiV and CWFT stakeholders and joint approval was secured to implement the concept at scale, drawing on the expertise of both parties. CWFT and ViiV Healthcare have agreed to develop the stable patient service from a concept to a working model of care. As part of this development, the stable patient service must be scaled-up so that it can provide care for a larger number of patients (vs. pilot) and maintain the benefit observed during the pilot period. In addition, the stable patient service must be implemented in multiple clinics so that its final configuration is flexible enough to work at other sites. Advances in HIV care mean that services now need to transform from acute centres of care to services that manage people living with a long-term condition, referred to as ‘stable’ patients. These patients present a new set of clinical needs as they are an aging demographic and have associated co-morbidities. The clinical characteristics of this patient population, along with an increasing cohort size, has placed burden on services in providing both quality and sustainable care. There is a logical need to transform how care is provided so that positive clinical outcomes are matched with positive service outcomes. It is important that any new model of care works consistently across CWFT’s four HIV clinics. The CWFT stable patient cohort represents one of the largest HIV services in Europe – so the new model of care must work at scale. CWFT is currently updating its IT systems and it is important that the new model of care leverages opportunities presented by digitally-enabled healthcare. This project aims to implement a new model of care for stable patients that is technology- enabled, adaptable to local context, sustainable at scale, and delivers high-quality care as per BHIVA standards. The project will run from Q4 2019 to Q4 2020. The project will be delivered across three phases. Project Background. The Florida Arts to Competitive Integrated Employment (ArtCIE) Project’s primary goals are to increase the number of adults with disabilities transitioning from subminimum wage employment to competitive integrated employment and the percentage of students and youth with disabilities contemplating subminimum wage employment that enter competitive integrated employment. ArtCIE will offer opportunities to at least 1,000 individuals with disabilities; create a dual customer career exploration model with innovations in peer mentoring, work experience, virtual reality modules, and business engagement; and provide training for 14(c) certificate holders, individuals, families, school personnel and employers. ArtCIE will expand partnerships with Florida’s WIOA core partners, Employment First partners, the University of South Florida, Xxxxxxx Center’s VSA Arts, Xxxxxxx-Xxxxxx, The Able Trust, PolicyWorks, The Arc of Florida Chapters, ServiceSource, and the Institute for Community Inclusion.
