Program Integration. A significant portion of the HBE planning effort in 2011 was devoted to identifying opportunities to leverage existing functionality/processes for use in a state-based Exchange. The initial effort cast a broad net to contact state agencies as well as other stakeholder organizations to learn what might be applicable or replicable for the Exchange. The agencies and organizations studied have been involved in Exchange planning activities from the beginning as participants in the HBE Steering Committee and/or the various HBE Workgroups, most notably the State Agency and IT Workgroups. Many of these same entities are also working together on other statewide initiatives such as the Health Information Exchange so were already thinking of opportunities to work together to leverage their resources. The Arkansas’s Program Integration Plan created as the result of these efforts is posted on the HBEPD website at xxxx://xxx.xxxxxxxx.xxx/PIPlan_20110817cc.pdf. In December 2011 when the Governor directed AID to pursue the FFE Partnership model, HBEPD began sifting through the research done to determine what opportunities for collaboration and program integration existed in the model where the state would have responsibilities in two areas: Plan Management and Consumer & Stakeholder Engagement & Support.

Program Integration. As required by Section 1413 of the Affordable Care Act, the Exchange will need to work closely with Medicaid, CHIP, and other Health and Human Services Programs in order to ensure seamless eligibility verification and enrollment processes. To reach this goal, the Exchange and the State Medicaid agency will need to closely partner on systems development and operational procedures. States are encouraged to consider how the Exchange system can be integrated with other health and human services systems in the State since the eligibility function the Exchange will perform has significant similarities to eligibility determinations in other programs. States are encouraged to consider steps necessary to achieve interoperability with other specific health and human services programs for purposes of coordinating eligibility determinations, referrals, verification, or other functions. Each Exchange will also need to work closely with the State Department of Insurance in order to successfully carry out the activities of the Exchange. The State Department of Insurance will oversee the regulation and licensure of health insurance issuers, including those that offer qualified health plan coverage through the Exchange. In addition, the State Department of Insurance may be the State entity that processes consumer coverage appeals and complaints. Working with the State Department of Insurance will be essential in ensuring the financial stability of insurance companies, certification of plans, rate review, State licensure, solvency, and market conduct. Key issues, such as adverse selection, related to the functioning of the individual and small group markets inside and outside the Exchange will be important to Exchange success. To the extent Exchanges are not one of these entities, they should get started early in working with these other departments as well as legislators to determine the best approach to mitigating these issues.
Program Integration. If this is a discretionary grant, describe how this discretionary grant is leveraged by and integrated with other workforce development and/or other partner programs. Include a description of the value added as a result of this leveraging and integration.
Program Integration. LEA agrees that the EAST Program shall be an integral part of LEA’s curriculum and agrees to adopt, integrate and expand the advanced applications, project-based and service-oriented methodology inherent in EAST’s educational model. Projects that are more narrowly focused on mere fundraising and collecting of items or monies for other organizations or charities are highly discouraged. LEA further agrees to offer a minimum of three sections of EAST in its class schedule during the first year with plans to expand the EAST Program to its maximum potential in subsequent years (a full day scheduling is recommended). Variance from these minimum offering requirements may be granted at EAST’s reasonable discretion, or at the discretion of the participating state Department of Education (if applicable) based on local circumstances. The LEA commits to immediately notifying EAST if it anticipates that these minimum requirements may not be met. As the EAST Program is NOT designed as a survey course, LEA commits to allowing students to take the course as a year-long (or equivalent) offering.

  • Program Evaluation The School District and the College will develop a plan for the evaluation of the Dual Credit program to be completed each year. The evaluation will include, but is not limited to, disaggregated attendance and retention rates, GPA of high-school-credit-only courses and college courses, satisfactory progress in college courses, state assessment results, SAT/ACT, as applicable, TSIA readiness by grade level, and adequate progress toward the college-readiness of the students in the program. The School District commits to collecting longitudinal data as specified by the College, and making data and performance outcomes available to the College upon request. HB 1638 and SACSCOC require the collection of data points to be longitudinally captured by the School District, in collaboration with the College, will include, at minimum: student enrollment, GPA, retention, persistence, completion, transfer and scholarships. School District will provide parent contact and demographic information to the College upon request for targeted marketing of degree completion or workforce development information to parents of Students. School District agrees to obtain valid FERPA releases drafted to support the supply of such data if deemed required by counsel to either School District or the College. The College conducts and reports regular and ongoing evaluations of the Dual Credit program effectiveness and uses the results for continuous improvement.
