PROFESSIONAL QUALIFICATION STANDARDS. A. Activities prescribed by this Agreement that involve the identification, evaluation, recording, treatment, monitoring, or disposition of historic properties, or that involve the reporting or documentation of such activities in the form of reports, standard forms, or other records, shall be carried out by or under the direct supervision of a person or persons who meets the Secretary of the Interior's (SOI) Professional Qualifications Standards (published in 48 FR 44738-44739).

PROFESSIONAL QUALIFICATION STANDARDS. All actions prescribed by this Agreement that involve the identification, evaluation, analysis, recordation, treatment, monitoring, and disposition of historic properties and that involve the reporting and documentation of such actions in the form of reports, forms or other records, shall be carried out by or under the direct supervision of a person or persons meeting, at a minimum, the Secretary of the Interior’s Professional Qualifications Standards (PQS), as appropriate (48 Fed. Reg. 44739 dated September 29, 1983). However, nothing in this Stipulation may be interpreted to preclude any party qualified under the terms of this paragraph from using the services of persons who do not meet the PQS, so long as the work of such persons is supervised by someone who meets the PQS.

Hereinafter, such Caltrans staff shall be referred to as Professionally Qualified Staff (PQS). However, nothing in this stipulation may be interpreted to preclude FHWA or Caltrans or any agent or contractor thereof from using the services of persons who do not meet the standards, as long as their activities are overseen by Caltrans PQS in the appropriate discipline.

PROFESSIONAL QUALIFICATION STANDARDS. All actions prescribed in this Agreement that involve the identification, evaluation, assessment of effects, treatment, monitoring, or disposition of historic properties and resources, or that involve the reporting or documentation of such actions, shall be carried out by or under the direct supervision of a person or persons meeting the Secretary of the Interior’s Professional Qualifications Standards (36 C.F.R. Part 61, Appendix A and 48 FR 44716) in the fields of History, Archaeology, and/or Architectural History. Consultants working on projects on behalf of FDOT must also meet these standards. FDOT acknowledges that Tribes possess special expertise in assessing the eligibility of resources that may be of religious and/or cultural significance to them. In accordance with 36 C.F.R. § 800.2(c)(2), Tribes will be consulted when evaluating the NRHP eligibility of these resources.
