Professional Freedom. Each Professional Staff Member (Learner Affairs Officers, Curriculum Instructional Designers and ME Database Administrators) must be free to pursue excellence in the professional's field of competence, must be encouraged to contribute to the intellectual life of the School and University communities, and must be encouraged to contribute to the intellectual life of the professional groups to which the Professional Staff Member belongs. Professional Freedom. Employees shall be guaranteed professional freedom in classroom presentations and discussions and may introduce politically, religiously, or otherwise controversial material provided this is done on an informative basis only in conformity with school district policy directives. When such an issue is discussed, it is the responsibility of the teacher to encourage equal discussion on all sides of the issue. Teachers should guard against giving their personal opinions or views on controversial issues before and during the period of research and study, thus encouraging the student to search after truth and to think for themselves. Teachers who operate within these regulations shall have the full support of the Board and administration. No mechanical or electronic device shall be utilized in any classroom or brought in on a temporary basis which would allow a person to be able to listen to or record the procedures in any class without the prior knowledge of the employees involved.

The professional freedom of faculty includes the right to explore and discuss controversial issues and divergent points of view, including evaluating, criticizing, and advocating their point of view concerning the policies and programs of the college, provided action is consistent with the guidelines of the Labor Relations Principles in the appendix of this Agreement.

When a Professional Staff member speaks, writes, or acts as a citizen, the employee is free from college censorship and discipline, but has the obligation to indicate that they are not a college representative, unless so authorized, because the public may judge his/her profession and the College by his/her words and actions.

Teachers shall, consistent with prescribed, authorized and locally developed curriculum and consistent with effective educational practice, have individual professional freedom in determining the methods of instruction and the planning and presentation of course material in the classes of students to which they are assigned.
Professional Freedom. 4.1 The University shall endeavor to preserve and facilitate freedom of speech, written or oral, and other constitutionally protected civil liberties. The UCPEA and its members recognize their obligation to be accurate, exercise appropriate restraint, and show respect for the opinions of others. Employees shall endeavor to seek internal remedies to University problems before turning to outside resources such as those provided by state or federal statutes. With issues related to their jobs, employees shall inform their supervisors and shall seek to exhaust administrative remedies within the University before issuing public statements.

Professional Freedom. The Board of Education and the Association recognize that the maintenance of a climate of professional freedom is fundamental to the learning process. The Board and the Association further agree that it is the province of the teachers to inspire in each pupil the principals of an inquiring mind and respect for truth, a recognition of individual freedom, social responsibility, the democratic tradition, and appreciation of individual personalities. Furthermore, the Board and the Association agree to take appropriate action to define these principles whenever they are threatened in the District.
