Prefabrication and Assembly. It is our intention that any and all off-site fabrication, customization, assembly or pre-assembly work will be performed within the local region of the State of Washington. The provision for wage rates in Article XIII shall also apply to offsite fabrication/customization, assembly or pre-assembly of parts or components for installation related to new construction on the project, if such off site fabrication/customization work is performed in the State of Washington. The payment of the applicable rate of wage to said offsite fabrication/customization, assembly or pre-assembly shall not be construed as applying the following requirements of the Agreement Article X (Helmets to Hardhats), Article XI (Apprenticeship Utilization), Article XII (Monthly Labor Management Meetings), or Article XIV (Substance Abuse Program). However, the provisions of Article IX (Subcontracting), Article VI (Work Stoppages and Lock Outs), and Article VIII (Jurisdictional Disputes) shall apply to such off site fabrication/customization work.

Such studies, design and construction shall be based on the assumed accuracy and completeness of all technical information received by the Participating TO and the CAISO from the Interconnection Customer associated with interconnecting the Large Generating Facility.
