Powers of Authority. To enable the Authority to carry out its functions and provide the services described hereinabove, the Authority shall have the general powers enumerated in Sections 29-1-204.2(3) and (7), C.R.S., as such sections may be amended from time to time, and all lawful implied powers. The authority may consent, whenever it considers it necessary or desirable in connection with agreements entered into under this subdivision, to modifications, amendments, or waivers of the terms of the agreements.
