Planning and Design. Significant planning and design work has already taken place, but will continue into 2018, even as implementation is underway. Early in Year 5, the RedLEI Director carried out numerous trips to work with the UVG/RedLEI team and meet with potential founding member organizations who will join RedLEI in its initial phase. During early 2018, the UVG Xxxxxx will officially invite local education experts with experience in education policy, research, and project implementation to the RedLEI Advisory Committee. This group will provide strategic guidance and feedback to RedLEI’s overall direction, and sustainability plan beyond the life of the LRCP. RedLEI personnel will, in early 2018, refine and finalize the theoretical framework for RedLEI, as well as the organizational model and information on founding members in participating counties and the rationale for each. By the end of March the team anticipates having established agreements with these founding members. The RedLEI team will also have regular meetings for planning and discussion with USAID. Additionally, during the same week as the LRCP partners meeting in Guatemala in March of 2018, the RedLEI team and LRCP core team will have a workshop together to ensure that RedLEI technical planning and work is informed by LRCP work to date, and similarly, that LRCP complements the work of RedLEI. While this is an ongoing process that started in Year 3, this will be the first chance for the full RedLEI team and full LRCP core team to discuss in person and in detail.
Planning and Design. WDC will undertake a detailed Business Case for the Facility (Business Case). The Business Case will be a plan for delivery and operation of the Facility. It will include a detailed economic analysis, design and financial modelling for the Facility to define a solution that ensures the development has long-term sustainability. The Business Case will include (but is not limited to): Key anchor tenants; An operating model for the Facility; Cost/Benefit analysis of options; A detailed design; and Budget for construction of the Facility. The Recipient will deliver a scope for the Business Case, which is an initial deliverable of the Project (Item 6, Part 1). WDC will also undertake an Urban Design Plan which will complement the Business Case and analyse Wairoa township’s built environment, road corridors and natural assets (Urban Design Plan). The Urban Design Plan will include (but is not limited to) the following information as Commercial Information Contextual analysis - identifying values, views, movement, land uses; Strengths, weaknesses, opportunities and a constraints analysis, mapping of and conclusion of; Visions, objectives and key urban design moves; A design response; and An Implementation/Staging Plan for any identified activities. An output of the Urban Design Plan will be an Implementation Plan which identifies key activities that complement the Facility development, and other solutions that catalyse economic confidence and enhance social well-being. The Recipient will deliver a scope for the Urban Design Plan, which is an initial deliverable of the Project (Item 6, Part 1). It is anticipated that it will take Commercial Information to complete Stage 1, and that WDC will engage Approved Contractors to undertake the works. Service Summary The Collaborative Professional Services (“CPS”) Unified Communications (“UC”) – Planning and Design Guidance Services provide remote planning and design review assistance (the “Services”) to Authorized Channel for the deployment of End User’s UC System which includes reviewing Authorized Channel’s High-Level Design, Detail Design , Migration Plan, Network Implementation Plan and System Acceptance Test Plan.. Location of Services Services are delivered remotely to Authorized Channel.

Platting/Subdivision Developer will re-plat the Town Center Property and obtain all necessary approvals of a site plan and plat of the Town Center Property and subject to all City ordinances and procedures. Developer and City will reasonably cooperate in the site plan and platting process. This initial plat will result in separate parcels for the City Parcels, Common Area Parcels, and Private Development Parcels. City shall reimburse the Developer for the costs of this initial platting. The cost of any additional platting required by either party will be paid by such party.
