Performance Confidence Assessment. The final step is for the team to arrive at a single consensus performance confidence assessment for the Offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered to include utilization of small business assessment. Ensure the rationale for the conclusions reached are included. Performance Confidence Assessment. The second step of the past performance evaluation is to determine how well the contractor performed on the contracts. In conducting a performance confidence assessment, each Offeror shall be assigned one of the ratings below for the past performance subfactors of technical, schedule, and management. PERFORMANCE CONFIDENCE ASSESSMENTS Confidence Rating: PPIRS Equivalent: Description: Substantial Confidence Exceptional or Very Good Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort. Satisfactory Confidence Satisfactory Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort. Unknown Confidence (Neutral) No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. An Unknown Confidence (Neutral) rating will not be rated favorably or unfavorably. Limited Confidence Marginal Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort. No Confidence Unacceptable Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort. Performance Confidence Assessment is an evaluation of the likelihood (or Government’s confidence) that the Offeror will successfully perform the RFP’s requirements; the evaluation is based upon past performance information. This likelihood is a qualitative and not necessarily a quantitative measure. In accordance with FAR 15.305(a)(2)(iv), an Offeror without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance. If an Offeror lacks relevant past performance information, the evaluators will assign a Neutral rating. An Unknown Confidence (Neutral) rating is considered Acceptable.
Performance Confidence Assessment. The City shall evaluate each Offeror’s performance based on (1) the description of past and present efforts provided by the Offeror, (2) questionnaire responses provided by the Offeror’s references, and (3) data independently obtained from other government and commercial sources.
Performance Confidence Assessment. The next aspect of the past performance evaluation will be to determine how well the contractor performed on the contracts determined to be at least somewhat relevant. This is an assessment to establish the overall quality of the Offeror's past performance. The performance assessment utilizes CPAR data along with questionnaires (as described in Section L) and direct contact with references in order to gather information from customers on how well the Offeror performed past contracts. Once Recency, Relevancy and Performance Assessment have been established for each recent and relevant contract action, each Offeror will be assigned an overall Past Performance Confidence Rating using one of the following ratings:

Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Neutral Confidence" rating for the past performance factor. For evaluation purposes, a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating. The past performance factor will receive one of the performance confidence assessments described in the DoD Source Selection Procedures, paragraph 3.1.3.3. Confidence will be evaluated in accordance with Evaluation Table 5 Attachment 25.

Performance Confidence Assessment. L.6.3.1 The Offeror may provide descriptions for at least two and no more than four projects that are within the past six years from date of solicitation issuance for projects that are similar to this project in scope. The offeror may include projects from predecessor companies, proposed UAS IMS key personnel, and/or subcontractors. All projects submitted in response to this solicitation shall have been performed as a prime contractor, predecessor company, subcontractor, or Joint Venture (JV) partner. The small business prime contractor shall submit at least one project for consideration that they themselves performed (as a prime contractor, predecessor company, subcontractor, or Joint Venture (JV) partner). Please see the following definitions as they relate to this section: Prime contractor means the contractor has privity-of-contract with the Government or with the owner of a project or job, and has the full responsibility for its completion. The prime is responsible for all contractual obligations under a mutually binding legal relationship. When the Government awards a contract to a contractor, the contractor is considered the “prime” contractor.
