In the original strategy, local governments and NGOs were helpful in identifying priorities. In the revised strategy we want to increase communication of science results in order to guide an integrated approach to addressing nutrient and sediment reduction (required under the Bay TMDL) with the potential benefits of concurrent reductions in toxic contaminants. Increasing the awareness of the impacts of toxic contaminants, especially safe consumption of fish and shellfish, will be carried out with local governments and non-governmental organizations. Efforts will be targeted towards areas with diverse and underrepresented populations in the Bay watershed.

Most of the workshop participants agreed to continue to support Outcome development and implementation efforts. A list of December workshop and follow-up meeting participants and the organizations or localities that they represent is listed in Appendix A. This Management Strategy reflects the recommendations of these stakeholders. The workplan will determine the specific actions that signatories and stakeholders will take to implement this strategy for the next two years. Local Engagement The success of Chesapeake Bay restoration efforts relies on the ability to increase the knowledge and capacity of local leaders. During the last decade, federal and state regulations were significant in guiding Chesapeake Bay Program efforts. Continued progress in the watershed will depend on voluntary, informed actions by local officials, watershed associations, nongovernmental organizations, grassroots leaders, and individual citizen stewards. Working together to identify specific, critical roles for local leaders in a culture of mutual respect, and ensuring local knowledge and capacity are sufficient will become increasingly important. This Outcome and resulting strategy relate to the building of knowledge and capacity of local officials; hence there is a specific, critical role for local government officials and associated local leaders in advising the Goal Implementation Team on Management Strategy development. Local Engagement Whereas much of the focus on implementation of practices and controls to reduce the amounts and effects of PCBs will initially be targeted to federal and state regulatory programs, there will be many opportunities for local governments, watershed associations, nonprofits, and the private sector to engage in innovative and collaborative efforts. As described above, the TCW has engaged non- government organizations (NGOs) in the more urbanized areas of the Bay’s tidal waters. This was done to ensure that the organizations in those areas that are influential in local efforts to improve environmental condition (e.g., Blue Water Baltimore, Anacostia Watershed Society, Xxxxxxxxx River Project) are represented in the management strategy and also as one element of increasing the diversity of participating stakeholders because these organizations work actively in communities that tend to be socially diverse.
