Parking Rates. A. For the term of this Contract, the parties agree that the State may increase parking rates in existing owned or leased lots, in urban congested areas, no more than $20 per month above the current rate, charged to employees in specific locations where they park. Congested urban areas are areas such as Sacramento, San Francisco Bay, Fresno, Los Angeles, San Bernardino, Riverside, and San Diego areas. Every effort shall be made to provide employees sixty (60) days but no less than thirty (30) days notice of a parking rate increase. The State shall not increase rates for existing parking lots where employees do not currently pay parking fees. Rates at new lots administered or leased by the State will be set at a level comparable to rates charged for similar lots in the area of the new lot, e.g., rates for open lots shall be compared to rates for open lots, rates for covered parking shall be compared to rates for covered parking.

Parking Rates. The Association shall be provided with the opportunity to participate in the determination of any parking rate changes. The Association will be afforded the opportunity to offer suggestions, make recommendations and introduce any data deemed appropriate. Bi-annually, the Association may request parking data including the distribution of parking permits according to the following employee categories: ONA AFSCME Physician Medical Students Nursing Students Dental Students Unclassified Administrative To the extent reasonably available, this data will include the cost and applicable shift of such permits issued together with the number of daily parking permits sold for each zone.

Parking Rates. Parking rates shall be established by the Employer based on recommendations from the Parking Transportation Advisory Committee. The Employer’s parking rates will be as provided in Appendix B. If, as a result of a recommendation by the Parking Transportation Advisory Committee, (with representation from PSE), parking rates are proposed to be increased, the Employer will satisfy its collective bargaining obligation as outlined in Article 48.5. However, parking rates charged to employees will not be increased by a percentage more than that of any general wage increase for all PSE employees. In the event another represented group of university employees, not covered by this Agreement, is permitted to purchase employee-parking permits at a lower rate, the lower rate will automatically be applied to employees covered by this Agreement.
