Pager Program. The following pager program is hereby incorporated into the contract and applied to the Water and Sewer Department: The pager program will be mandatorily rotated among all Water and Sewer Department employees on a weekly basis. If an employee refuses to carry the pager during their assigned week, they will be charged the hours worked for the week by the employee that actually carries the pager, and be subject to disciplinary action if there was no prior approval that authorized the employee to forego carrying the pager. Only the Water and Sewer Director or his designee can allow someone to pass on carrying the pager, and no one shall be authorized to pass on the pager without there being confirmed coverage in place. If an employee refuses or is unable to carry the pager for their assigned week or day during said week, the employee with the lowest charged hours will be asked to carry the pager. If that person refuses, then the employee with the next lowest hours shall be asked to carry the pager until there is coverage. If all remaining employees refuse to carry the pager, then pager duty shall be mandated and awarded to the person who was first asked to cover the pager. Should this person be on an absence excused directly by the Water and Sewer Director of his designee, then the next lowest person on the list shall be mandated for pager duty. The order for the pager coverage shall apply to all employees (except clerical and lab technician) and will be determined by seniority, with the most senior employee carrying the pager first. The pager will rotate on a mandated basis by order of seniority. When a new employee begins working in the department, and once they are prepared to carry the pager as determined by the Director, the new employee shall take their place on the rotating pager duty list. An employee will not be asked to carry the pager if they are off from work for a full sick day. If it is the sick employees’ assigned week, then the employee with the lowest hours will be asked to carry the pager until the original pager person returns to work. If no employee volunteers to help during the time the person is out sick, then pager coverage will be mandated to the next person in the pager rotation. When the originally assigned employee returns to work from their sick time, they will resume carrying the pager for the remainder of the week. Pager Program. 1. The Township will, on a rotating basis, offer water and sewer employees the opportunity to be on-call, with compensation, after hours during their regularly scheduled work week. The after hours offering will be made on a weekly rotating basis in accordance with the standard seniority listing followed in the CWA Contract. Employees who do not have a valid New Jersey driver’s license may not participate in the on-call offering. If an employee agrees to carry a pager and be on- call after normal working hours during his/her scheduled work week, they will be compensated at a flat amount of $17.50 on a daily basis for the years 2006 and 2007. The flat daily amount for the year 2008 shall be $18.00 per day. The 2009 daily amount will be $18.50. The 2010 daily amount shall be $18.75, and the daily amount for 2011 will be $19.00. The employee will be required to stay within a one-half (1/2) hour response time of the municipality during the time he/she is on-call. The only exception is in the case of a verified emergency or approval of the Supervisor. Further, it is understood and agreed that should an employee who is on-call and has to be called in to work, they will be compensated overtime in accordance with the current CWA Contract.

The Developer agrees to adopt affirmative marketing procedures and requirements and prepare a written Affirmative Marketing Plan for projects containing five or more HOME-assisted units. The Affirmative Marketing Plan must be available for public inspection in the Developer’s office. The plan must contain specific steps and actions that the Developer will take to provide information and otherwise attract eligible persons for all racial, ethnic, and gender groups in the housing market area to the available housing. Specific activities that must be included in the Developer’s Affirmative Marketing Plan include:
