Overview of the Process. 2.1. Description of RFQL and RFP Process NHDOT, on behalf of the State, has issued this RFQL to identify potential Operators and their teams interested in long-term operation and potential development of its two bus terminals/park & ride lots located in Portsmouth and Dover, NH. For those Operators that meet the qualification requirements (financial and operational) as set forth in this RFQL, NHDOT will issue the RFP. The RFP would provide the opportunity for those Operators to clearly identify how the bus terminals/park & ride lots would be operated, maintained, developed, and potentially expanded, and turned over to the State at the end of the Facilities Lease/Concession Agreement.
