Overtime Distribution. ⮚ All TCO's will be required to work overtime as assigned. When practicable, the Village will endeavor to distribute overtime work to available, qualified TCOs. An overtime book shall be created annually allowing employees to sign up for overtime on their days off or holidays for any shift on any day of the year. Employees may sign up for four (4) or eight (8) hours on any of their days off or holidays and may also sign up for additional four (4) hours on any day that they may already be working. Employees may sign up or remove their name from the overtime book any time prior to an actual call out. Overtime will then be allocated using the following criteria: 1) TCO from affected shift in order of seniority who has signed up for full eight (8) hours; 2) TCO from other shifts in order of seniority who has signed up for the full eight (8) hours; 3) TCO from affected shift in order of seniority who has signed up for four (4) hours; 4) TCOs from other shifts in order of seniority who has signed up for four (4) hours. Employees who sign up for overtime are expected to be available to the department if overtime is required. Employees who sign up for overtime and turn down the overtime will be distributed equally, by removed from the overtime book for the next thirty (30) days. When an Employee refuses an overtime assignment, for purposes of overtime equalization, he shall be credited with double the hours actually worked by other Employees on each occasion. For the same said weekendpurpose of overtime equalization, dual classified Employees working overtime in the higher classification shall be charged in both classifications for the overtime hours worked in the higher classification. In the equalization Street Division of overtime hoursthe Department of Public Works, each of the two (2) sections shall be considered a division for the purpose of this Article only.‌ In the Water Service Center Division, the Journeyperson must have the lowest hours on the shift, and be licensed and/or capable of performing the same duties as the job requires. ⮚ Any overtime refused distribution will be charged accordingly, unless management does not continue to try to find a tradesperson to fill the requirement. ⮚ The Skilled Trades representative will be notified of all available overtime prior to the overtime being performed. ⮚ At no point will there be an overtime gap on the shift of greater than 80 hours or between the shift averages of greater than 80 hours. Failure to follow this provision of overtime equalization will result in payment to the affected Journeyperson(s) as per agreement for overtime hours lost, provided the Journeyperson and/or Union representative raised the objection prior to the overtime being worked. Otherwise, the remedy will be to offer the next available overtime opportunity to the affected Journeyperson(s). ⮚ When a person is assigned to a steady day or afternoon shift they will be allocated to a specific rotating shift for the purposes of canvassing and equalization of overtime. ⮚ The current overtime list will be made available for all trades. The list will be updated as the overtime occurs. If there are any errors or issues the Skilled Trades representative or Xxxxxxx on each shift will raise the concerns for management to addressthat division.

If an Employee is inadvertently missed in their proper rotation, they will be eligible for the next scheduled overtime, until their hours are equal to what they would have been had they not been missed. Commencing on January 1st in each year the available classification overtime distribution lists will be revised as follows: the Employee with the least number of overtime hours will be considered as zero. Excess hours accumulated by each of the other Employees in the classification will be carried forward. However, unless management if an Employee has accumulated overtime hours on a temporary transfer, his overtime hours will be those that have been credited to him under or the average of his department, whichever is greater. Overtime Distribution. ⮚ All The Employer and/or his designee shall determine whether to fill vacancies on shifts and also determine the need for extra assignments. Shifts and extra assignments may be filled by either a full-time or part-time officer. A, B, and C shifts shall have a minimum of two (2) full-time officers if full-time officers are available to work. When full-time overtime is to be used to fill shift vacancies or extra work assignments, it shall be offered to bargaining unit members. Overtime will be offered based on seniority to all members of the affected bargaining unit. Overtime work that would replace a patrol officer shall be offered to patrol officers first. When it has been determined that a full-time officer will be called in to work an overtime shift, the Chief or his designee shall text all members of the affected bargaining unit (through the use of the All-Text function) with the time and date of the overtime opportunity. If the All-Text occurs, the scheduling officer or his designee will include in the all-Text, a call-in deadline. All bargaining unit member shall have 96 hours to respond to the All-Text for long-term overtime and 48 hours to respond to the All-Text for short-term overtime. After these time frames have elapsed, the overtime shall be on a first come first serve basis. For the purpose of this section, long-term overtime shall be considered any overtime scheduled more than 30 days in advance, and short-term shall be any overtime scheduled less than 30 days in advance. For overtime occurring less than 48 hours, members of the bargaining unit shall have one (1) hour to respond to the All-Text. The Skilled Trades representative overtime then will be granted following these guidelines: • First, to an Officer on his day off by seniority. • Second, to Officers working before and after (4 hours each) the overtime. • Third, to an Officer working before or after (all 8 hours) the overtime. • Officers will be considered on "time off" for this procedure if 8 hours fall between the overtime and the regular scheduled hours of such Officer. Members of the bargaining unit will be notified of all available overtime prior through a text message system.
