Outcomes for Older People whilst not a key growth sector in terms of The Government’s Economic Strategy, the Highland CPP recognise that there are links between the Economic Regeneration and Recovery strand and the Outcomes for Older People that would merit exploration, notably around the provision of care homes, and the economic activity they 3.8.2 provide, and around the delivery of technology that improve the quality of life, and enable businesses to be created around the development of new technologies, and the resultant economic activity. Health Inequalities – in terms of the actions around “Regeneration and Fragile Areas”, the identification of communities in greatest need will be significantly informed by data and activities around Health Inequalities. The opportunity for collaboration is to take a whole-view of these communities, 3.8.3 and in doing so consider the role that employment creation, rural-fragile- area support, social enterprises, skills development, etc., can play. Outcomes for Older People. Outcomes for older people reflect some of the key outcomes from the development of integrated commissioning, ie: • Greater levels of independence for older people reflected in an increase in the number of people being supported to live independently in the community; • Wider choice and improved access for older people to the full range of services necessary to meet their needs; • Increased opportunity of access to a whole system of health and social care; • An increased proportion of complex care being provided, on an integrated service basis, within individuals own homes; • Reductions in institutional outcomes for older people; • Improved information about local services that are better co- ordinated and accessed; • Reductions in delays, and particularly delayed transfers of care from hospital, in receiving appropriate care either in the community or in hospital.
Outcomes for Older People. We know that an ageing population and the effects of deprivation combine to increase the demands on health and social care services. People are living longer with increased ill-health and frailty and people in areas of multiple deprivation are likely to experience the long term conditions associated with ageing at an earlier stage • Dundee has an ageing population – the number of people aged over 65 expected to increase by 30%; • The number of people aged over 75 is predicted to increase by 40% ; • Those over 85 are predicted to increase by 93%; • In Dundee there are 3,417 people with a diagnosis of dementia. This equates to 0.7 per 100 people registered with a G.P. in Dundee; • The number of home care clients aged 85 or over has increased by a third in the last five years; • For the over 65s needing care Dundee is almost meeting the target of 30% of delivered at home.

To this end, an arbitration board shall have the power to allow all necessary amendments to the grievance and the power to waive formal procedural irregularities in the processing of a grievance, in order to determine the real matter in dispute and to render a decision according to equitable principles and the justice of the case.
