To measure progress toward career center success indicators Entered into Employment, Retention Rate and Average Earnings earned, the Program Manager will utilize XXXXXXX.XXX. A monthly report compiled by the Program Manager due to OEWD by the 13th of each month will include the following: o Number of new enrollments o Number of participants that found employment during the month o Number of participants that are enrolled into training o Number that completed training o Number of participants that exited the program during the month o Summary of participants training programs (i.e. Bio Bootcamp, Medical Coding, etc.)

To measure progress toward NCWorks Career Center success indicators entered into employment, retention rate, average earnings earned, credential rate, and measurable skills gain, the Program Manager will utilize XXXXXXX.XXX. A monthly report compiled by the Program Manager due to OEWD by the 13th of each month will include the following: o Budget and expenditure information by formula Adult Worker/ Dislocated Worker (year to date expenditures, total expenditures and remaining funds) OJT Formula/ Federal, and Contingency funds o Number of new enrollments o Number of Active clients served (year to date, and monthly) o Number carried over from previous year o Total Clients Served o Number exited (year to date, and monthly) o Number of clients in follow up (year to date and monthly) o Number of clients exhausted from program year to date o Number of participants that found employment during the month o Number of Unsubsidized employments (Year to date and Monthly) o Number of participants that are enrolled into training o Number that completed training o Summary of participants training programs (i.e. Bio Bootcamp, Medical Coding, etc.)

To measure progress toward career center success indicators GMSI will use the number of dislocated workers identified as in need of short-term occupational skills training, # enrolled in Bootcamp/ short-term occupational skills training/ Work Experience, retention rate of short term occupational skills training/ Work Experience, exited with employment, and the average wage first quarter after exit with employment. The Program Manager will utilize XXXXXXX.XXX to schedule services and track the participants’ progress. A monthly report compiled by the Program Manager due to OEWD by the 13th of each month will include the following: o Number identified as in need of short-term occupational skills training/Work Experience. o Number enrolled in Bootcamp o Number enrolled in short-term occupational skills training outside of Bootcamp by training type. o Number of North Carolina Institute of Minority Economic Development (NCIMED) Pilot program students provided Work Experience o Number of Dislocated Worker Contingency Fund (DWCF) recipients completing training by month and total. o Number of NCIMED Pilot Program Participants completing the three month Work Experience o Number DWCF recipients exiting program with employment o Average wage first, second, and third quarter after exit
Outcome Measurements. Educational Data Systems Incorporated will maintain systems in place to measure program performance and ensure continuous quality improvement. The Contractor is expected to have participant data keyed into NCWorks Online within 15 days of service to ensure that outcomes can be measured in a timely fashion.

Outcome Measurements. 367. In addition to compliance reviews and audits, the Monitor will conduct qualitative and quantitative assessments to measure whether implementing this Agreement has resulted in constitutional policing. The measurements relating to use of force; addressing individuals in crisis; and stop, search, and arrest are not intended to expand the City’s data collection requirements set forth elsewhere in the Agreement. These outcome assessments will include collecting and analyzing, at least annually, the following outcome data, trends, and patterns:

In addition to compliance reviews, the Monitor will conduct semi-annual qualitative and quantitative outcome assessments to measure whether the implementation of this Agreement has created: (1) capable systems and resources for responding to persons in mental health crisis; (2) competent accountability and oversight systems; (3) effective training for police officers that increases the knowledge, skills and abilities necessary for effective and successful delivery of service to persons in mental health crisis; (4) proper management of the use of force to meet constitutional standards; and (5) robust systems of community engagement.
