Other Suggestions. Comments • As the Key Site proposals are subject to involvement of private sector and the timing for implementation is very uncertain, some temporary leisure/culture/sports uses could be explored to bring some quick benefits to the users. An appropriate phasing proposal will be vital to its success. • To create an identity for the Island East harbourfront, conventional (Government-style) design and procurement of public facilities/amenities should not be adopted. • To set up a dedicated harbour agency to speed up the implementation process and to oversee the management of that section of the Victoria Harbourfront to ensure the overall consistence, linkage and attractiveness of the harbourfront. Responses • General enhancement proposals including the boardwalk and the SkyTrail will be implemented under conventional Government development approach. We will also further examine the feasibility of adopting PPP/PPC in taking forward the enhancement proposals for the two key sites at the North Point Ferry Piers and Hoi Yu Street site in Quarry Bay during the implementation stage. The provision of water taxi service will rely on private initiative. • Implementation of enhancement proposals takes time. In order to facilitate public enjoyment of the waterfront as early as possible, a temporary promenade along the waterfront area of Hoi Yu Street is currently under construction and is anticipated to complete in end 2012. • Based on extensive research into various management models, both local and overseas, and the views from relevant stakeholders, the Task Group on Management Model for the Harbourfront under the then HEC had recommended an overarching non-statutory Harbourfront Commission (HC) be established to replace the then HEC. The HC was subsequently set up on 1 July 2010 to play an envisioning, advocacy, oversight, advisory, coordination and monitoring role, with a view to enhancing the planning, urban design, development, management and operation of harbourfront areas and facilities on a continuous and ongoing basis. The HC will be consulted on the recommended option of enhancement proposals before the Study is finalized.
