Other Sources. Whenever after 48 hours the Union is unable to fur- nish a sufficient number of duly qualified journey- men sheet metal workers with the required quali- fications to meet the necessary requirements of the employer, then the Employer may secure from other sources such additional qualified journeymen sheet metal workers as may be necessary, it being understood that such additional qualified jour- neymen sheet metal workers secured from other sources shall be eligible and shall comply with the requirements of membership of the Union and thus become covered by this Agreement prior to com- mencing work.
