Other Expectations. The Mentee agrees to: • Maintain communication with your mentor, and notify them of any PRISM deadlines ahead of time; • Attend designated lab hours, lab meetings, and one-on-one meetings with the Mentor; • Ask for assistance as the need arises; • Complete tasks, both for your research project as well as PRISM assignments related to your research project, by the established deadlines; and • Read all articles and materials sent by the Mentor. Other Expectations. SAMHSA Values That Promote Positive Behavioral Health SAMHSA expects recipients to use grant funds to implement high quality programs, practices, and policies that are recovery-oriented, trauma-informed, and equity-based as a means of improving behavioral health.1 Recovery is a process of change through which individuals improve their health and wellness, live a self-directed life, and strive to reach their full potential. Recovery oriented recipients promote partnerships with people in recovery from mental and substance use disorders and their family members to guide the behavioral health system and promote individual, program, and system-level approaches that xxxxxx: Health—managing one’s illnesses or symptoms and making informed healthy choices that support physical and emotional wellbeing; Home—a stable and safe place to live; Purpose—meaningful daily activities such as a job or school; and Community— supportive relationships with families, friends and peers. Other Expectations. Promotion of CSAT Products and Collaboration with SAMHSA To maximize the distribution of CSAT products, the grantee will be expected to promote and distribute SAMHSA publications related to the proposed topics of trainings and courses offered using the material translated in common local language. In addition, the grantee will be required to provide periodic updates to SAMHSA’s Office of Communications, alerting SAMHSA of products and services, including training events that the grantee is making available. SAMHSA strongly encourages all grantees to provide a tobacco-free workplace and to promote abstinence from all tobacco products (except in regard to accepted tribal traditions and practices). SAMHSA, working with tribes, the Indian Health Service, and National Indian Health Board developed the first collaborative National Tribal Behavioral Health Agenda (TBHA). Tribal applicants are encouraged to briefly cite the applicable TBHA foundational element(s), priority (ies), and strategies that are addressed by their grant application. Recipients must utilize third party reimbursements and other revenue realized from provision of services to the extent possible and use SAMHSA grant funds only for services to individuals who are not covered by public or commercial health insurance programs, individuals for whom coverage has been formally determined to be unaffordable, or for services that are not sufficiently covered by an individual’s health insurance plan. Recipients are also expected to facilitate the health insurance application and enrollment process for eligible uninsured clients. Recipients should also consider other systems from which a potential service recipient may be eligible for services (for example, the Veterans Health Administration or senior services), if appropriate for and desired by that individual to meet his/her needs. In addition, recipients are required to implement policies and procedures that ensure other sources of funding are utilized first when available for that individual.

Behavioral health equity is the ability to access quality health care for all populations regardless of the individual’s race, ethnicity, gender, socioeconomic status, sexual orientation, or geographical location. This includes access to prevention, treatment, and recovery services for mental and substance use disorders. Advancing health equity involves ensuring that everyone has a fair and just opportunity to be as healthy as possible. In conjunction with quality services, this involves addressing social determinants of health, such as employment and housing stability, insurance status, proximity to services, culturally responsive care – all of which have an impact on behavioral health outcomes. The behavioral health disparity impact statement is in alignment with the expectations of Executive Order 13985 “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.” Tobacco and Nicotine Free Policy SAMHSA strongly encourages all recipients to adopt a tobacco/nicotine inhalation (vaping) product-free facility/grounds policy and to promote abstinence from all tobacco products (except in regard to accepted tribal traditions and practices).

Research shows that many smokers with behavioral health conditions want to quit, can quit, and benefit from proven smoking cessation treatments. SAMHSA strongly encourages all grantees to adopt a tobacco-free facility/grounds policy and to promote abstinence from all tobacco products (except in regard to accepted tribal traditions and practices). XXXXXX encourages the recipient to cooperate with researchers, particularly nationally funded research that characterizes methods and interventions that aim to impact community suicide rates through public outreach and messaging, screening, and management of persons at risk for suicide. The recipient will be required to develop and facilitate, if needed, the transition of responsibilities for activities to train staff in assuming ongoing responsibilities in the event that another entity is awarded the Lifeline/DDH grant. The transition plan must address and ensure the coordination of an orderly transition of network services, activities, and materials, both at the beginning and end of the grant period. The plan must be implemented in close collaboration with the incumbent for Lifeline/DDH services. At SAMHSA’s discretion, the recipient will participate in five (5) or more meetings with the previous recipient to ensure a smooth transition of all approved services and procedures and to receive detailed information on the status of current and ongoing activities and projects. The recipient will also ensure that during the 3-week transition period, the new recipient’s personnel receive training from the current recipient senior personnel in all system operation and maintenance functions.
