OTHER AGENCIES. Other tax supported agencies within the State of California who have not contracted for their own requirements may desire to participate in this contract. The CONSULTANT is requested to service these agencies and will be given the opportunity to accept or reject the additional requirements. If the CONSULTANT elects to supply other agencies, orders will be placed directly by the agency and payments made directly by the agency. C-9807.03 DOT AGREEMENT NO. 120055 SCOPE OF SERVICES CONSULTANT shall provide real property appraisal, appraisal review, acquisition, if necessary relocation services, related to the acquisition of rights-of-way and possibly utility coordination assistance. Work covered by this service agreement will augment the right of way capability of COUNTY’s in–house staff. It has been estimated that approximately 30% of this project’s estimated 95 acquisitions will necessitate Consultant support. The work will typically be related to rights-of-way in fee, utility easements, slope/drainage easements, and/or temporary construction easements. Appraisal components include land value, severance values, damages, and costs to cure. Expertise in the appraisal of agricultural, residential, industrial and commercial properties will be required. In addition to Right of Way services described above COUNTY may also require assistance with Utility Relocation Coordination. It is anticipated that bid advertising for the actual construction of this project will take place summer 2014. Therefore, legal possession of the required right-of-way for this project, including completed condemnations if needed, will need to take place prior to this date and the consultants’ work timeline should take this schedule into account. East Side Potter Valley Road Improvement Project is a federally funded project subject to FHWA and Caltrans’ Right of Way acquisition procedures and oversight. All consultant work completed must meet Caltrans criteria for approvals. CONSULTANT is expected to fully comply with all federal and state laws with regards to acquisitions for the project. CONSULTANT shall provide COUNTY with all written documentation as is required for federally funded and state funded projects.

Expertise in the appraisal of agricultural, residential, industrial and commercial properties following tasks will be required. In addition performed by the Quincy Engineering Team for the design of a new bridge and approach roadways: • Prepare Type Selection Report, Basis of Design and Project Report; • Detailed plans, specifications, cost estimates and structural calculations pursuant to Caltrans methods; • Independent check; • Geotechnical tests and a materials and geotechnical design report for the bridge and approach roadways in accordance with Caltrans Local Assistance Procedures Manual (LAPM); • Hydraulic studies in accordance with Caltrans LAPM; • Develop CEQA/NEPA Environmental Documents, technical studies and regulatory permits; • Coordinate temporary and permanent relocation of utilities; • Support Mendocino County’s Right of Way services described above COUNTY may also require assistance Acquisition effort; and • Coordinate with Utility Relocation CoordinationMendocino County’s Project Manager. It is anticipated that bid advertising Quincy Engineering, Inc. personnel and its Project Team have provided plans, specifications, and estimates for the actual construction a large number of this project will take place summer 2014Federal Highway Bridge Program (HBP) projects throughout California. Therefore, legal possession the Team recognizes the importance of maintaining close coordination and cooperation with the required right-of-way County throughout the PS&E process. With this in mind, we have developed and utilize an efficient project approach that expedites this process. Tasks are defined and numbered in this discussion in accordance with the scope of work typical of HBP projects. Quincy Engineering will be utilizing the information, standards, and details for this project, including completed condemnations if needed, will need to take place prior to project as provided by the current Caltrans documents/manuals.
