Original Entry Register Section 4. Factors Considered. The University shall fill permanent vacancies in accordance with the applicable Civil Service rules, as well as all applicable discrimination laws. In filling a permanent vacancy, the University may consider an employee's seniority within the bargaining unit, and may give preference to qualified individuals on a re-employment register. When a vacancy occurs, seniority will receive consideration along with other relevant factors among qualified and eligible applicants. Employees on the applicable transfer list also will receive consideration for each vacancy. The University will maintain and regularly update a transfer list of employees by classification on a website that can be accessed by both departments and employees. The University may consider a variety of factors when making hiring decisions, including financial issues. A department will not be prohibited from considering an applicant or lateral transfer based solely upon budgetary constraints.
