Operating Philosophy. The ENTITY is dedicated to ensuring that equality in voice and governance exists, and that the benefit to the citizens meets Medicaid standards while being provided in ways that reflect the needs and resources of the communities in which each CMHSP Member operates. The ENTITY will xxxxxx each CMHSP Members’ integration activities and locally driven work. The organization and operation of the ENTITY is based on a shared operating structure, using a committee- based system that creates many venues, allowing voices from across the region to be heard. It establishes certain checks and balances to ensure that governance remains balanced and equal and that the operation of the ENTITY is for service to the CMHSP Members in achieving high levels of regulatory compliance, quality of service, and fiscal integrity. In these ways the ENTITY exists to serve in the best interest of and to the benefit of all CMHSP Members and their persons served. This Operating Agreement sets forth the responsibilities of the ENTITY’s Board of Directors, Chief Executive Officer and advisory councils.

Operating Philosophy. Under normal operating conditions supervision and control of the plant will be from the existing operating screens and printers in the GGC. Both local and GGC operator control locations shall be provided with automatic shutdown facilities for individual, or all turbine - generator sets. Automatic startup facilities shall be provided and once running minimal operator involvement in the operation of the plant is expected.

Operating Philosophy. Any hourly employee may be required to perform such minor maintenance and adjustment work on units or equipment in their operating areas or work areas as can be accomplished by hand or with tools or equipment not requiring specialized training to use or operate. During partial or total shutdowns, operators who are not required for work in their regular classification may be assigned to other work in their operating area. The employee's current rate will be maintained while engaged in such activities. It is understood that as long as work exists in the employee's regular classification, such work will remain the employee's primary responsibility but may be assigned the aforementioned work as the need exists.
Operating Philosophy. The cooling tower is expected to operate reliably with no manual intervention. Typically a visual, external inspection will be satisfactory, not required more than twice a week. The existing operating procedure, detailed below, shall still be applicable after replacing the cooling tower fill unless changes are recommended by the Contractor and is accepted by the Employer. As mentioned in the introduction, the cooling towers operate in a common CW circuit. The operating philosophy given below therefore assumes that one cooling tower is isolated while another is connected to the same common circuit still in operation. The new modular fill must be self-draining once the main CW inlet valve is closed.  Shut down procedure o Close make-up valve if the particular cooling tower is fitted with a make- up point. o Close main inlet isolation valve, 3 m diameter butterfly valve, by means of the electrical actuator, closing time approximately 300 seconds. o Wait for the cooling tower pond level to drop to 80% before closing the main outlet isolation valve, 3 m diameter butterfly valve, by means of the electrical actuator, closing time approximately 300 seconds. o Pond draining, if required is done by means of gravity via a drain valve upstream of the main outlet valve on the cold duct.  Operational limits o Normal pond level is between 420 and 240 mm below the ‘P’-level. o Minimum pond level is 560 mm below the ‘P’-level. o CW flow through the tower is not allowed when the ambient temperature is at or below zero °C without any heat load on the system, i.e. at least one of the 3 turbine units is on load. o During partial heat load operation when the ambient temperature is at or below zero °C, full hydraulic load on the tower is maintained and the average cold water temperature is maintained above 10 °C.  Start-up procedure o Remove all isolation and ensure that the drain valves on the cold and hot ducts are closed. o Open make-up valve if the particular cooling tower is fitted with a make- up point to fill the pond. o Crack open the main outlet isolation valve, 3 m diameter butterfly valve, by means of the electrical actuator. The cooling tower pond, centre well and the other two cooling towers will start to balance (equalize) each other. Once the cooling tower pond and centre well level settled out, fully open the cooling tower 3m outlet valve. o Crack open the cooling tower inlet 3m valve (Hot duct).
