Operating Constraints. Below are the opening constraints when proposing on this solicitation: All contractors must undergo a background check at the contractor’s expense, to ensure the confidential material the contractor will be exposed to is protected. The contractor services may be performed on or off-site as requested by the Project Officer. On-site services may be required to provide daily Budget support to an organization by answering questions related to the scope of the work. Under no circumstances is a contractor allowed to work in excess of 40 hours a week unless previously authorized by the Project Officer. Contractors may not work on-site during any of the Federal holidays or when Federal employees are excused from duty. Any work that is performed that is not authorized by the Project Officer will not be paid.

Operating Constraints. The following constraints are the statutory, regulatory, policy and operational considerations that will or may impact the Service Provider. The Service Provider is expected to become familiar with all constraints affecting the work to be performed. These constraints may change over time; the Service Provider is expected to be aware of any changes to the constraints and perform in accordance with the most current version of the constraints.   • Procedural and Operational Requirements By accepting and using the Financial Assistance awarded under this Agreement and for this Program Element, LPHA agrees to conduct activities in accordance with the following requirements:
