Opening Negotiations. 5.2.1 Between March 15 and April 15 of each ensuing year, either the Association or the Board shall submit a written request for negotiations to commence to the other party, if it desires there to be negotiations for that year. If no such request is made during the time period above, negotiations will not take place for the ensuing year and the current contract will remain in effect for the ensuing year. 5.2.2 The first negotiation session shall occur on a mutually agreeable date. 5.2.3 The CTA and the Board shall submit a list of all of their non-money negotiation proposals at the first session. Subsequent non-money proposals may be submitted only upon mutual agreement of the two parties. Money proposals may be submitted throughout the course of negotiations. Proposals may be submitted throughout the course of bargaining if such proposals are necessitated by a change in statute and/or State Board of Education regulations. Failure of either party to propose the changing of a previously negotiated item prior to the beginning of negotiations in any given year shall constitute mutual ratification of that item or items for the ensuing fiscal year.
