OBOT & Spoke Program Protocol Development and Implementation. The Contractor shall hold 3, 2 hour in-person Spoke Program Protocol Development and Implementation sessions. The Contractor shall consult with DVHA, ADAP and OBOT & Spoke program medical and clinical director leaders to identify protocols for which transitions of care will be standardized across the OBOT & Spoke programs. All protocols shall be based on operationalized formats drawn from federal guidelines (SAMHSA, FDA), expert consensus recommendations (AATOD, ASAM) and evidence-based research. All created protocols shall focus on three main practice areas: 1) Treatment entry and engagement in Spoke programs; 2) Core Spoke treatments and care coordination; and 3) OBOT and Spoke transitions to/from Hub programs and specialty behavioral health care and primary care providers. The Contractor shall convene clinical leaders, both at the medical director level and the clinical program director level, and select national subject matter experts to provide input into key elements of these protocols. From those discussions, the Contractor shall create draft protocols and solicit bidirectional feedback to further refinement. It shall be the responsibility of the Contractor to develop measures of protocol implementation and quality monitoring. The Contractor shall then submit proposed protocols to the State for final approval. The State will have 2 business days to review and provide comments back to the Contractor. Any modifications thereafter shall be subject to the State’s approval. All State approved protocols and measures shall be introduced to the Hub learning collaboratives (Task 2 above).
