– Non-bargaining unit substitute. An outside substitute is a non-bargaining unit person assigned to fill a position for which a current bargaining unit member is absent or for a bargaining unit position which is currently vacant. Employer rights to hire a substitute shall be limited only by the terms of this Agreement.
