Network Interface Device. 73.1. CenturyLink will provide nondiscriminatory access to either side of the Network Interface Device (NID). CenturyLink shall provide access to the NID under the following terms and conditions. Rates and charges applicable to NIDs are set forth in Article VII (Pricing), and such rates and charges shall apply. 73.2. The NID is defined as any means of interconnection of customer premises wiring to CenturyLink’s distribution plant, such as a cross-connect device used for that purpose. Fundamentally, the NID establishes the closest access point to the demarcation point between the loop (inclusive of the NID) and the End User Customer’s inside wire. Except in multi-unit tenant properties where CenturyLink owns and maintains control over inside wire within a building, maintenance and control of the End User Customer’s inside wiring (i.e., on the End User Customer’s side of the NID) is under the control of the End User Customer. Conflicts between telephone service providers for access to the End User’s inside wire on the End User’s side of the NID must be resolved by the End User. 73.3. CenturyLink QCC may obtain access to the NID on CenturyLink’s network side or the End User Customer’s side on a stand-alone basis to permit CenturyLink QCC to connect its own loop facilities to the premises wiring at any customer location. CenturyLink QCC may not connect to or otherwise access the End User Customer side of the NID except in accordance with these terms. Any repairs, upgrade and/or rearrangements to the NID requested or required by CenturyLink QCC will be performed by CenturyLink based on the Time and Material Charges set out in Article VII (Pricing). CenturyLink, at the request of CenturyLink QCC, will disconnect the CenturyLink Local Loop from the NID, at charges reflected in Article VII (Pricing). CenturyLink QCC may elect to disconnect CenturyLink’s Local Loop from the NID on the customer’s side of the NID, but CenturyLink QCC shall not perform any disconnect on the network side of the NID. Under no circumstances, however, shall CenturyLink QCC connect to either side of the NID unless the CenturyLink network is first disconnected from the NID as set forth in this Article. 73.4. Any other access to the End User Customer’s side of the NID that involves the insertion or use of any wiring owned or provided by CenturyLink QCC in a connection of any type to the End User premises wiring or to any NID functionality, including a NID to NID connection, shall be considered a billable use of the CenturyLink NID.

73.3end user. CenturyLink QCC may obtain Pursuant to applicable FCC rules, CenturyTel offers nondiscriminatory access to the NID on CenturyLinkan unbundled basis to Socket for the provision of a Telecommunications Service. Socket access to the NID is offered as specified below.
3.3 Socket may obtain unbundled access to the NID on CenturyTel’s network side or the End User Customer’s side on a stand-alone basis to permit CenturyLink QCC Socket to connect its own loop facilities to the premises wiring at any customer location. CenturyLink QCC may not connect to or otherwise access the End User Customer side of the NID except in accordance with these termslocations. Any repairs, upgrade and/or and rearrangements to the NID requested or required by CenturyLink QCC Socket will be performed by CenturyLink CenturyTel based on the Time and Material Charges charges set out in Article VII (Appendix Pricing). CenturyLinkCenturyTel, at the request of CenturyLink QCCSocket, will disconnect the CenturyLink Local Loop CenturyTel local loop from the NID, at charges reflected in Article VII (Appendix Pricing). CenturyLink QCC Socket may elect to disconnect CenturyLinkCenturyTel’s Local Loop local loop from the NID on the customer’s side of the NID, but CenturyLink QCC Socket shall not perform any disconnect on the network side of the NID. 73.5. CenturyLink 3.5 CenturyTel shall be under no obligation to install a NID in order to enable CenturyLink QCC Socket to interconnect to such NID, but CenturyLink CenturyTel shall make available to CenturyLink QCC Socket any NID that exists at the time CenturyLink QCC Socket seeks interconnections to a NID to serve an End User Customerend user customer. The NIDs that CenturyLink QCC Socket uses under this Article will be existing NIDs already installed by CenturyLink CenturyTel to serve its End Users.
73.63.6 Neither Party shall attach to or disconnect the other Party’s ground. In no case Neither Party shall CenturyLink QCC access, remove, cut or disconnect or in the other Party’s loop from the NID and/or its protector. Neither Party shall cut any other way rearrange CenturyLink’s loop facilities from CenturyLink’s NIDs, enclosures or protectors. In no case shall CenturyLink QCC attach to, remove or disconnect ground wires from CenturyLink’s NIDs, enclosures or protectors. In no case shall CenturyLink QCC remove or disconnect NID modules, protectors or terminals from CenturyLink’s NID enclosuresleads in the NID.
73.7. CenturyLink QCC may access the End User Customer’s side 3.7 If Socket requests any additional types of the NID for the purpose of disconnecting and capping off the End User’s premises wiring or removing the End User’s premises wiring for connection to CenturyLink QCC’s own NID without any charge to CenturyLink QCC being incurred. Any other access to the End User Customer’s side NID not specifically referenced above, CenturyTel will consider the requested type of access via a mutually feasible method, to be facilitated via the NID that involves the insertion or use of any wiring owned or provided by CenturyLink QCC in a connection of any type to the End User premises wiring or to any NID functionality, including a NID to NID connection, shall be considered a billable use of the CenturyLink NIDBona Fide Request (BFR) Process.

Under no circumstances, however, shall CenturyLink QCC connect to either side of the NID unless the CenturyLink network is first disconnected from the NID as set forth in this Article.
73.472.4. With respect to multiple dwelling units or multiple-unit business premises, CenturyLink QCC shall have the option of connecting directly with the End User’s premises wire, or may connect with the End User’s premises wire via CenturyLink’s NID.
73.572.5. CenturyLink shall be under no obligation to install a NID in order to enable CenturyLink QCC to interconnect to such NID, but CenturyLink shall make available to CenturyLink QCC any NID that exists at the time CenturyLink QCC seeks interconnections to a NID to serve an End User Customer. The NIDs that CenturyLink QCC uses under this Article will be existing NIDs already installed by CenturyLink to serve its End Users.
73.672.6. In no case shall CenturyLink QCC access, remove, disconnect or in any other way rearrange CenturyLink’s loop facilities from CenturyLink’s NIDs, enclosures or protectors. In no case shall CenturyLink QCC attach to, remove or disconnect ground wires from CenturyLink’s NIDs, enclosures or protectors. In no case shall CenturyLink QCC remove or disconnect NID modules, protectors or terminals from CenturyLink’s NID enclosures.
73.772.7. CenturyLink QCC may access the End User Customer’s side of the NID for the purpose of disconnecting and capping off the End User’s premises wiring or removing the End User’s premises wiring for connection to CenturyLink QCC’s own NID without any charge to CenturyLink QCC being incurred. Any other access to the End User Customer’s side of the NID that involves the insertion or use of any wiring owned or provided by CenturyLink QCC in a connection of any type to the End User premises wiring or to any NID functionality, including a NID to NID connection, shall be considered a billable use of the CenturyLink NID.

Network Interface Device. 73.1. 5.1 CenturyLink will provide nondiscriminatory access to either side of the Network Interface Device (NID). CenturyLink shall provide access to the NID under the following terms and conditions. Rates and charges applicable to NIDs are set forth in Article VII (Pricing), and such rates and charges shall apply.
73.2. 5.2 The NID is defined as any means of interconnection of customer premises wiring to CenturyLink’s distribution plant, such as a cross-connect device used for that purpose. Fundamentally, the NID establishes the closest access point to the demarcation point between the loop (inclusive of the NID) and the End User Customer’s inside wire. Except in multi-unit tenant properties where CenturyLink owns and maintains control over inside wire within a building, maintenance and control of the End User Customer’s inside wiring (i.e., on the End User Customer’s side of the NID) is under the control of the End User Customer. Conflicts between telephone service providers for access to the End User’s inside wire on the End User’s side of the NID must be resolved by the End User.
73.3. CenturyLink QCC 5.3 WOW may obtain access to the NID on CenturyLink’s network side or the End User Customer’s side on a stand-alone basis to permit CenturyLink QCC WOW to connect its own loop facilities to the premises wiring at any customer location. CenturyLink QCC WOW may not connect to or otherwise access the End User Customer side of the NID except in accordance with these terms. Any repairs, upgrade and/or rearrangements to the NID requested or required by CenturyLink QCC WOW will be performed by CenturyLink based on the Time and Material Charges set out in Article VII (Pricing). CenturyLink, at the request of CenturyLink QCCWOW, will disconnect the CenturyLink Local Loop from the NID, at charges reflected in Article VII (Pricing). CenturyLink QCC WOW may elect to disconnect CenturyLink’s Local Loop from the NID on the customer’s side of the NID, but CenturyLink QCC WOW shall not perform any disconnect on the network side of the NID. 63.5 CLEC may elect to isolate C network from the Customer Inside Wiring within the NID on the End User Access side of the NID, but CLEC shall not perform any disconnect on the network side of the NID. CenturyLink, at the request of CLEC, will disconnect CenturyLink network from the NID or will arrange access to the network side of the NID for any purpose. The charges reflected in Table 1 will apply to any CenturyLink dispatch for any purpose The phrase descriptive and does not convey any ownership or usage rights. The demarcation point between the Local Loop (inclusive of the NID) and the End established pursuant to 47 C.F.R. §68.105.
63.6 CLEC shall maintain a connection to ground on its network that meets applicable industry standards. In the case of a NID-to-NID connection, each Party shall ground its NID independently of the other P NID.
63.7 With respect to multiple dwelling units or multiple-unit business premises, CLEC shall have the option of connecting directly with the End User Premises wire, or may connect with th Premises wire via CenturyLi CenturyLink will provide CLEC with information that will enable its technician to locate End User Premises wiring at NIDs that terminate multiple subscribers. 73.6. In no case 63.10 CLEC shall CenturyLink QCC not access, remove, disconnect or in any other way rearrange CenturyLink’s loop facilities from CenturyLink’s NIDs, enclosures or protectors. In no case CLEC shall CenturyLink QCC not attach to, remove or disconnect ground wires from CenturyLink’s NIDs, enclosures or protectors. In no case CLEC shall CenturyLink QCC not remove or disconnect NID modules, protectors or terminals (including test port connections) from CenturyLink’s NID enclosureses.
73.7. CenturyLink QCC 63.11 CLEC may access the End User Customer’s side of the a CenturyLink NID for the purpose of disconnecting and capping off isolating Centur Local Loop from the End User’s premises wiring or Inside Wiring within the NID. Isolation of CenturyL Local Loop from the Customer Inside Wiring is achieved by removing the End User’s premises wiring for connection Inside Wiring from the NID terminals and using appropriate method and practices to CenturyLink QCC’s own prevent bare wires from coming in contact with such NID without any charge to CenturyLink QCC being incurredterminals (e.g., capping individual bare wires with Scotchloks ). CLEC may not remove the test port wire from the test port as the isolation method unless CLEC subsequently inserts a dummy test port plug with a rubber weather seal since this may damage Ce tive network by allowing the accumulation of corrosive moisture and short-circuiting insect debris within the test port.
63.12 Any other access to the End User Customer’s t side of the a CenturyLink NID that involves utilizes the insertion or use of any wiring owned or provided by CenturyLink QCC in a connection of any type to the End User premises wiring or to any NID functionality, including a NID to NID connection, shall be considered a billable use of the CenturyLink NID.
63.13 CLEC shall be liable to CenturyLink for any damage to a CenturyLink NID caused by improper or unaut CLEC. In addition to any monetary damages that CenturyLink may be entitled to recover as a result of such damages, CenturyLink shall also be entitled to seek injunctive relief to prevent further NID damages. Such damages may include but are not limited to dispatch charges, NID replacement costs and network reconnections and repairs.
