Necessity of the Project. 3.Project Description The Loan aims to assist Ukraine in its efforts to rebuild its financial health and undertake various reforms by providing support for the implementation of the country’s economic reform policies. The Loan is to be carried out under the framework of international assistance provided to the Government of Ukraine with the aim of realizing economic and national stabilization over the medium to long term and in line with Japan’s Country Assistance Policy for Ukraine. In light of these points, it is highly necessary and relevant for JICA to support the implementation of the Loan after the completion of DPL1.

Necessity of the Project. The Project is consistent with the development issues and development policy of Egypt and the cooperation policy/analysis of our country and JICA. Furthermore, the Project will also help accomplish the plan of EJEP, namely to accept 2,500 people to Japan over five years and is considered to contribute to SDGs Goal 3 and 4 (health and education). Accordingly, the necessity of JICA’s support for the implementation of this Project is high.
Necessity of the Project. The Government of Bangladesh has identified the diversification of manufacturing industries and the strengthening of export-oriented industries as important issues. While Bangladesh is promoting the private sector-led development of domestic industries by using foreign direct investment, a key to industrial development of the country is to provide short-, medium- and long-term finance in local currencies for Japanese and other foreign companies as well as develop infrastructure required by these firms. This Project aims to improve the investment environment in Bangladesh by improving access to financing opportunities and promoting PPP projects to develop infrastructure including industrial parks. Thus, this Project is consistent with the priority assistance policy of the Government of Japan and JICA. Therefore, it is highly necessary and relevant to implement this Project.
Necessity of the Project. Regarding the development of water supply and sanitation infrastructure for the Amazonian region, although earlier initiatives such as PRONASAR have been implemented, connection rates remain low. Also, prompt improvement of the living conditions and sanitary environment for residents of the Amazonian region is consistent not only with the development issues of Peru but also with Japan and JICA’s assistance policy. Therefore the necessity of JICA’s support for this project is high.
Necessity of the Project. In the northern Lima metropolitan area, the water supply system has a high rate of NRW due to water leakage, etc., while the sewerage system has issues with outflow of sewerage due to broken sewer pipes, and these issues are leading to waste of funds on precious water sources for the area, a deterioration of the sanitation environment for local residents, operational losses for SEDAPAL, and other issues. Consequently, the immediate improvement of these conditions in the metropolitan area is an urgent issue for Peru and SEDAPAL. The Project is in accord with the government of Peru’s development policies and with Japan and JICA’s aid policy. Therefore it is highly necessary and relevant that JICA should support implementation of the Project.
Necessity of the Project. This project aims to mitigate flood damage and improve living conditions in the haor area located along upstream sections of the Xxxxxx River, a region which is most severely affected by floods and in which infrastructure development has fallen behind. The project is in line with the problems and development policy set forth by the Government of Bangladesh as well as the cooperation policies of the Government of Japan and JICA. Therefore, the necessity and relevancy to implement of this project are high.
Necessity of the Project. As described above, in the local cities in Peru, the municipal solid waste has been discharged without sufficient environmental consideration, which indicates the urgent necessity to establish integrated systems for the collection and disposal of waste with consideration for the environment. Since the Project forms the crucial part of the Program to grapple the situation, which means that it is consistent with Peru’s development policy, and is also consistent with Japan and JICA’s development policy to Peru, it is highly relevant and appropriate for JICA to support the Project.

Necessity of the Project. The Project is to contribute to enhancing stable and sustainable agricultural water supply and improving energy efficiency, and the project is fully consistent with development plan and policies of Uzbekistan and Japan’s assistance policies and analysis. For these reasons, it is highly necessary and appropriate for JICA to assist the Project.
Necessity of the Project. As noted above, this project contributes to stable gas supply and promotes the efficient use of gas in Bangladesh, a country that suffers from natural gas shortages stemming from rapid economic growth. The project also contributes to a reduction in electricity shortfalls by supplying gas and improving efficiency in gas usage. Therefore, the aim of the project satisfies the issues and development policies of Bangladesh government as well as the assitance policies of the Government of Japan and JICA. Consequently, the necessity and relevancy to implement of this project are high.
Necessity of the Project. Due to its second highest population density in India, the pressure on forest resources such as illegal felling for firewood and charcoal materials necessary for daily life,is high, and West Bengal has problems concerning both the quantity and quality of forests. Owning to West Bengal’s effor to have implemented national and state government forestry projects, the forest cover has been on an upward trend. However, the forest cover rate is still only 17.4% (2007), which is lower than the national average of 23.8%. In addition, improvement of the forests is necessary from the viewpoint of open forest rate. The poverty level is also higher than the national average. Because many poor people still depend on forests in their daily life, it is necessary to manage forests appropriately by promoting JFM and local community development. West Bengal has various geographical features, ranging from the northern region that includes the Himalayan alpine zone, which has been designated as a biodiversity hot spot (as designated by Conservation International, an international NGO, as an area with high biological diversity that is however is facing a crisis of destruction), to the southern part that faces the Bay of Bengal. West Bengal therefore has a high level of biodiversity and has 25 protected areas (national parks, wildlife sanctuaries etc.). Because there are many endangered species, such as the Indian Elephant and the Bengal Tiger in West Bengal, it is also an important state from the viewpoint of the protection of rare species. However, because conflicts between man and animals such as elephants and tigers are becoming a serious issue, it is necessary to strengthen the system for preventing such man and animal conflicts. In addition, it is also important to support India’s efforts as the host nation of the 11th Conference of the Parties to the Convention on Biological Diversity (COP11), which is scheduled to be held in India in 2012. Therefore, this Project, which aims to enhance the mitigation of and adaptation to climate change, sustainable forest management and biodiversity conservation, is consistent with the Indian Government’s development policies and Japan and JICA’s aid policies, and it is essential and appropriate for JICA to support the Project.
