Monitoring Program. All Conservation Lands will be monitored as further described in BRCP Chapter 7. The Implementing Entity will prepare and implement a comprehensive monitoring program for the Conservation Lands in accordance with the monitoring actions and schedule set forth in BRCP Chapter 7.

The Owner shall carry out a monitoring program and evaluate the performance of the Stormwater Management Facility commencing at the initial completion of construction of the facility and continuing until the Preliminary Certificate of Approval of the Works has been issued, or when agreed upon by the Owner and the Municipal Engineer during the PCAW process. The monitoring program must include obtaining grab samples at the outfall from the pipe discharging from the Stormwater Management Facility for at least three (3) Wet Weather Events per year. Two (2) of the events must occur within the May to September period. Samples must be tested for Total Suspended Solids (mg/L), Phosphorus (ppm), and Temperature (oC) and the results recorded. The Owner shall maintain records of the results of all monitoring operations undertaken and shall make available the records for inspection by the Municipality upon request. The methods and protocols for sampling, analysis and recording shall conform, in order of precedence, to the methods and protocols specified in the following:

The Owner shall maintain records of the results of all monitoring operations undertaken and shall make available the records for inspection by the Municipality upon request. Monitoring Program. 1. The Supply System agrees to initiate and maintain environmental monitoring programs as described in Attachment I. The programs shall be developed and implemented in close consultation with the Council, and reasonable modifications shall be made, with concurrence of the Council, when these are necessary to achieve the purposes of the programs. The Supply System agrees to begin the meteorological and environmental surveillance programs no later than March 1975.

Monitoring Program. 7 The licensee shall implement the following Monitoring Program after license issuance and 8through the term of the new license and any annual licenses, in coordination with the FS, ERC, and SWRCB. Within the scope of the specified monitoring program, the FS, ERC, and SWRCB may select an equal number of alternative years to ensure that surveys occur during a range of 10water year types. Final study plans shall be approved by the FS, ERC, and SWRCB. The FS, ERC, and SWRCB have the flexibility to alter the monitoring program methodologies and 11frequencies of data collection if it is determined that: (a) there is a more appropriate or preferable methodology to use than that described in the monitoring plan or (b) monitoring may 12be reduced or terminated because the relevant ecological resource objective has been met or no 13change in resource response is expected. 14The licensee shall file with FERC by June 30 of each year an annual report fully describing the monitoring efforts of the previous calendar year. The FS, ERC, and SWRCB shall have at least 1530 days to review the report prior to filing with FERC. The licensee shall provide copies of the 16annual report to the FS, ERC, and SWRCB. 17The following guidelines shall be used in implementing the monitoring program: (a) monitoring and studies shall be relevant to the Project, (b) monitoring and studies shall be conducted such 18that they provide useful information for management decisions or establishing compliance with license conditions, and (c) monitoring and studies shall be as cost-effective as possible. Funding 19for performing the monitoring, as well as specified contingency funding, shall be provided by the 20licensee. 21For purposes of the ecological resources adaptive management program, each year is defined on a calendar year basis (i.e., January through December). This monitoring program covers 22monitoring to be conducted during all years until a new license is issued. Most monitoring described below is estimated to end after 30 years; however, if a new license is not issued within 2330 years, the FS and/or SWRCB, in consultation with the ERC, reserve the right to extend the 24monitoring period as necessary. 251.
