When a Firefighter is recalled, overtime payment will begin at the time the employee arrives at the station. A Firefighter held over pending the arrival of the recalled Firefighter will be paid at the overtime rate from the normal quitting time until properly relieved. The above does not preclude consideration by the Toledo Fire and Rescue Department Administration for increases or reductions in the number of companies apparatuses, or to changes in the types of companies apparatuses utilized. Any reduction in the amount of engines, trucks, or heavy rescues from the January 1, 2018 levels shall be a topic of mandatory bargaining. For the purposes of this agreement, at the Chief's discretion, an apparatus (engine, truck or squad) may be taken out of service. if replaced with another apparatus (engine, truck or squad). Overall staffing shall not be reduced as a result. At the Chief's discretion, apparatus may be temporarily taken out of service for detailing, maintenance, public relations, inspections, community relations, fire prevention, and recruiting, as outlined in 2125.99 “Detailing Agreement.” Relocation of apparatus is solely at the Chief’s discretion.

Minimum Staffing Requirements. The Service Provider shall fully staff the facility to secure, control, and supervise detainees in custody regardless of the detainee population. The Service Provider shall ensure daily Detention Officer Assignment rosters, by shift, for the duration of the contract. The assignment rosters shall indicate the number of staff, job titles, names, hours, and days of work for each post. The daily roster shall be posted 24 hours in advance. Shift rosters must be provided to the COTR on a daily basis upon completion of the third shift.

Minimum Staffing Requirements. No less than 93% of all employees working at Yankee Stadium shall work more than two days per week. The Parties agree that this provision, and the hourly rates of contribution to the Local 32BJ Funds, shall reopen if proposed changes to staffing and/or operations will cause the overall percentage of employees at Yankee Stadium working more than two days per week to fall below 93%.

Personnel while on duty shall be clean, neat in appearance, and courteous. Each FBO shall establish a written training program to ensure that all employees are thoroughly trained and qualified to perform the tasks to which they are assigned. The training program shall contain detailed instruction in proper operating procedures for each job classification. All non- management FBO employees in the AOA shall be suitably uniformed, and the uniform shall identify the name of the FBO providing the service. All FBO employees in the AOA shall display valid Authority-issued security badges in a conspicuous manner at all times.
