Medical Countermeasure Dispensing. Definition: Medical countermeasure dispensing is the ability to provide medical countermeasures (including vaccines, antiviral drugs, antibiotics, antitoxin, etc.) in support of treatment or prophylaxis (oral or vaccination) to the identified population in accordance with public health guidelines and/or recommendations. Function 1: Identify and initiate medical countermeasure dispensing strategies. Task 1: Prior to an incident, and if applicable during an incident, engage subject matter experts (e.g., epidemiology, laboratory, radiological, chemical, and biological) including federal partners, to determine what medical countermeasures are best suited and available for the incidents most likely to occur based on jurisdictional risk assessment. P1: (Priority) Written plans should include standard operating procedures that provide guidance to identify the medical countermeasures required for the incident or potential incident. P2: Written plans should be developed by jurisdictional level, multidisciplinary planning groups who meet on a regular basis and contain representatives who would respond during a public health or emergency incident.

By the end of BP2, all County, State, and Xxxxxx plans will have been reviewed in their entirety. Goal 2. Coordination between SNS Coordinator and epidemiological staff will streamline the incorporation of investigation data into the SNS request process. Develop or Update Medical Countermeasure Dispensing Plans Written plans should include: standard operating procedures that provide guidance to identify the medical countermeasures required for the incident or potential incident; protocols to request, receive, distribute, dispense, and manage medical countermeasures within 48 hours of request. Planning should include all memoranda of understandings or other letters of agreement with state/local/tribal partners; and written agreements (e.g., memoranda of agreement, memoranda of understanding, mutual aid agreements or other letters of agreement) to share resources, facilities, services, and other potential support required during the medical countermeasure dispensing activities. Update/ revise SNS Plans based upon training improvements, quarterly meeting notes, identified threats and regional risk assessments, partner involvement and post plans onto ADHS Health Service Portal.

The Grantee shall conduct one full-scale or functional exercise, which tests key components of the Grantee’s mass prophylaxis/dispensing plans, and includes all pertinent jurisdictional leadership and emergency support function leads, planning and operational staff, and other applicable personnel, by April 15, 2016.

Performance Measure 8.1: LPHA will provide plans and procedures that describe distribution and dispensing modalities sufficient to provide medical countermeasures to the entire population in 48 hours and that adhere to security requirements in Performance Measure 9.2. Performance Measure 8.2: LPHA will provide copies of written agreements with facilities necessary for medical countermeasures dispensing, and/or a written process by which each facility identified as a dispensing location will be acquired for use when needed. These may include but are not limited to: • Traditional public health operated (i.e. open points of dispensing) • Private organizations (e.g., closed points of dispensing) • Pharmacies • Provider offices and clinics • Military/tribal • First responders • Incarcerated population • Other special needs populations • Other jurisdictionally approved dispensing modalities Performance Measure 8.4: LPHA will provide procedures for dispensing/distribution modalities that describe: • Dispensing site names/identifiers • Demand estimate (number of people planning to visit the site) • Required throughput (in 48 hours) • Staff required to operate one shiftNumber of shifts of distinct staff Function 5: Report adverse events Task 1. LPHA shall maintain adverse event reporting policy and procedure (VAERS). Performance Measure 8.5: LPHA will provide procedures that detail how adverse events will be tracked in a medical countermeasures dispensing incident.
