Means of Cooperation. 1. The Parties agree to make available the appropriate resources, including financial means, insofar as their respective resources and regulations allow, in order to fulfil the cooperation objectives set out in this Agreement.

Means of Cooperation. To achi_eve their objectives the Parties agree to use, among oth�rs, the following means: - Combine their efforts to better prnte�t their shared borderlands; - Take a joint leadership role in matters related to security within the framework ofthe New England Governors and· Eastern Canadian Premiers Conference; - Encourage exchanges, in partnership with police services, to address common public issues and ensure greater safety in border regions,· notably in the context of the migratory flows ofrecent years; - Continue to expand collaboration in penal proceedings with partner states in the Northeastern United States; - Conduct joint exercises and training to enhance and evaluate these collaborative efforts. ARTICLE3 REPRESENTATIVES Pursuant to this Agreement, the Parties designate as their representatives, the Ministere de la Securite publique for Quebec and the Department ofSafety for the State ofNew Hampshire, to review the progress of the initiative undertaken under this Agreement, to assess the results thereof, to make any necessary adjustments and to study any other. matter relating to the application and interpretation ofthis Agreement. Representatives may meet by videoconference or otherwise, as required.

Means of Cooperation. The cooperation between SPRK and ARKEP can be carried out through: • Exchange of information and documentation; • Exchange of experts; • Bilateral consultations; • Joint organization of technical workshops, seminars, study visits and training sessions; • Dissemination of best practices in the field of electronic communications regulation; • Missions of experts and joint working groups in innovative telecommunication services and technologies, and • Other forms of cooperation as may be mutually deemed appropriate. Where appropriate, the Parties shall coordinate their actions and positions at international regulatory forums and organizations related to the electronic communications sector. The cooperative activities carried out under this Memorandum of Understanding will be subject to the availability of funds and resources to the respective Parties. Each Party shall bear the costs of its own activities under this Memorandum of Understanding.
