Materiality Exemptions. Agencies exempt from coverage on the basis of materiality: The materiality threshold for excluding State agencies with the smaller component of a major program administered by multiple State agencies from CMIA shall be program-specific and may not exceed five percent ($3.2 million) of the State's threshold ($65 million). The total amount excluded may not exceed ten percent of total program expenditures. The following components for programs administered by multiple state agencies shall be excluded from CMIA. Any interest liabilities on other components of these programs shall be projected to 100 percent of program expenditures.
