Information and harvest management criteria will be established to address steelhead management issues. The Parties direct TAC to make recommendations to the Policy Committee for further studies as needed to address steelhead management issues. For the purposes of this Agreement, Group B index steelhead are defined as any steelhead measuring at least 78cm fork length and passing Bonneville Dam between July 1 and October 31.

An important aspect of this Agreement is to define an understanding among the Parties regarding procedures and schedules for mass marking of Columbia River hatchery coho originating from state and federal facilities, for clarifying releases above Bonneville Dam, and for subsequent fishery management.
