MANAGEMENT OF RIGHTS. The management and direction of the work force is vested exclusively in the Board subject to the terms of this Agreement. All matters not specifically and expressly covered or treated by the language of this Agreement may be administrated for its duration by the Board in accordance with such policy or procedure as may be determined by the Board in its discretion.
