Localisation. Eskom prefers suppliers to do business with companies that have a local footprint to contribute towards the development of the South African economy. The Local Content to South Africa will be 100% based on companies that can assemble, service, supply parts and have local offices. The industry is matured enough to possess all the skills required. Skills Development Successful tenderers will be obligated to train 1 candidate for every R3.4 Million accumulated through purchase orders awarded to the supplier with guaranteed employment for a period of two (2) years after the training; this obligation will be for the duration of the contract and suppliers will be required to demonstrate positive progress on a quarterly basis. The term of the purchase order will not be linked with the supplier’s obligation to train; therefore the supplier will have to ensure that the skills committed are successfully achieved as per the value for the work allocated to them. Skills candidates shall be sourced from previously disadvantaged groups in South Africa, particularly at the site where delivery is taking place. The purpose is to provide these candidates with skills and work experience to increase the opportunity for them to be employable within the industry as well as assist those who are struggling financially during their schooling. The tenderer may develop the candidates directly, through their supply network or the SETA accredited training providers. Skills development candidates should be currently unemployed graduates from local FET Colleges and universities and matriculants. The composition of the candidates shall be representative of the population demographics of South Africa particularly at the site where delivery is taking place. Localisation. Local content (Procurement) This is not a designated sector however, contractor/service provider will be requested to propose a Local content (Procurement) percentage or accept the 100% that is set below. The percentage proposed and/or accepted will form part of the contract. Local-to-site: The target for local to site is 10% of local content. Local to site refers to a province where the scope of work shall be undertaken. The aim is for the tenderers to spend some of their budget within multiple local municipalities in the province. The expenditure could be a combination of procuring from local- to-site suppliers, recruiting employees and developing skills of candidates from the local-to-site regions. The results there of will be negotiated and will form part of the contract. Job creation The contractor shall indicate the number of new jobs created as a direct result of being awarded this contract. Eskom has made a number of empowerment commitments to the local communities surrounding the areas around where we conduct our construction activities, amongst these are commitments to be considered for local empowerment possibilities in its procurement strategy. In doing, this Eskom is seeking to ensure that the local communities’ benefits from its procurement spend, through wealth generation and capacity development, and that this benefit is spread as widely as possible throughout the community. The contractors therefore, in support of this empowerment commitment to the local communities, is encouraged to propose to Eskom the number of semi-skilled and unskilled labourers that will be sourced from local to site communities. Contractors are therefore, requested to indicate how many unskilled jobs will be created in their submission. The employment (Jobs created) shall comply with the Employment Equity Act and represent the demographics of the Local to site communities. Reporting & Monitoring The contractor/s shall on a quarterly basis submit a report to Eskom in accordance with Supplier’s Local Development Monthly/Quaterly Report on their compliance with the SD& L obligations described above. Eskom shall review the reports submitted by the tenderers within 30 (thirty) days of receipt of the reports and notify the tenderers in writing if their SD&L obligations have not been met. As a result, the definition of roles and responsibilities is often more detailed for higher level stakeholders and vaguer for stakeholders on a subnational level. This issue can be addressed by developing a localised version of the national heatwave plan. Within some national heatwave plans (FR, DE, PT, ES, CH, UK), this is explicitly recommended or legally required.
