Limitations on Assistance. (a) An award will be made under this subpart only if the award will facilitate the formation of a joint venture or the initiation of a new research and devel- opment project by an existing joint venture.

Limitations on Assistance. (a) The total amount of credit assist- ance offered to any project under this part shall not exceed 33 percent of the anticipated eligible project costs, as measured on an aggregate cash (year- of-expenditure) basis.
