Lead Agency Responsibilities. A. Pre-Application Coordination: The Lead Agency will notify Participating Agencies of proposed Qualifying Projects in a timely manner and facilitate a pre- application meeting for prospective applicants and relevant federal and state agencies and Tribes to communicate key issues of concern; explain applicable processes; outline the data requirements and applicant submissions necessary to complete the required Federal Agency Reviews in a timely manner; and establish schedules. Upon the request of the applicant, the Lead Agency will coordinate with Participating Agencies and will provide appropriate follow-up information to the applicant within 60 days of the meeting.
Lead Agency Responsibilities. 1. As recognized in this MOA, the navigational dredging projects that comprise the Enhancement Work will be implemented by the NBHDC, under the supervision of MassDEP. The NBHDC will procure the project contractor(s) and retain an independent contractor to conduct daily oversight of the Work and to assist the NBHDC in the management and oversight of the Work. Accordingly, the NBHDC will be responsible for preparing a Statement of Work (“SOW”) and a draft Workplan for each project, subject to MassDEP’s review and approval. Upon its approval of such documents, MassDEP will, in turn, submit them to EPA to make the “consistency determinations” specified below.

For further administrative, coordinating, and supervisory purposes, the City Manager of the City of DeKalb shall appoint a Study Director from within the Lead Agency, conditional upon the approval of the appointment by three-fourths of the Policy Committee voting membership. The Study Director shall act as the lead staff person assigned to work with DSATS, and shall be responsible for the ongoing supervision, management, and coordination of the planning and administrative assistance provided to the DSATS. Pertaining to the management of the DSATS program and the completion of assigned tasks, the Study Director shall report to the DSATS Policy Committee for direction.

As lead agent for the Consortium and secondary institution, Alliance Media Arts, with the support of its nonprofit partner, Alliance College-Ready Public Schools, commits to administer the grant funds and submit the required reports to account for the use of grant funds. The lead agent also assumes responsibility for the performance of any services provided through funds awarded under this grant by the partners, consultants, or other organizations. Lead Agency Responsibilities. A. SANTA XXX shall manage the Joint Study for the Cities of SANTA XXX and COSTA MESA. Assist potential applicants for PSH Units in the waiting list application and application process, directly or in collaboration with a Service/Referral Partner. Help assess PSH Tenant needs and develop a plan for supportive services needed to live independently and successfully in a PSH Unit, directly or in collaboration with a Service/Referral Partner. Provide direct services to PSH Tenants, or help them apply for and access other community services. Act as the point of contact with Management over the life of the project. Assist Management and PSH Tenants in resolving problems or issues that could lead to evictions, directly or collaboration with a Service Partner. COMMUNICATION PLAN The Owner, Management, Lead Agency and Service/Referral Partner(s) will each designate a primary and secondary individual to receive official communication regarding this project and the roles and responsibilities outlined in this MOU. Contact information, including business phone numbers, fax numbers, email addresses and business addresses will be exchanged between all three parties. Any change in status of the primary or secondary individual, or any change of the contact information, will be updated and exchanged between all three parties. Eviction prevention is one of the objectives of the communication plan and all parties should collaboratively identify and work together to find resolutions when possible to avoid eviction when concerns or issues arise that could result in the loss of housing for the supportive housing tenant.
