Layoff of Regular Employees. ‌ Layoff means an involuntary loss of employment. It affects regular employees as a result of: • decreased or insufficient enrollment; • elimination of or reduction of programs/courses/ activities; or • a shortage of funds. . Where such event(s) occur, the College Board may consider it necessary to reduce the number of regular employees through layoff, then the following procedures shall apply.

Layoff of Regular Employees. If a permanent layoff of regular employees occurs as a result of the Employer contracting out work currently performed by regular employees who are members of the IBEW, Local 37, the Employer will provide sixty (60) days notice of such layoff to the Union. This notice will only apply where the contracting out results in the permanent layoff of regular employees at PLGS. In addition, if the Union requests a meeting with the Employer, the Employer will meet with the Union within thirty (30) days of providing the notice of layoff, to allow the Union to outline its concerns and propose alternative courses of action. This does not impose any obligation on the Employer other than to provide the appropriate notice and attend the meeting with the Union to allow them to address the issue.
Layoff of Regular Employees. In the matter of temporary and/or general layoff of regular employees, the employees shall be laid off in the reverse order of their seniority, provided that an employee may bump a junior employee only in cases where the senior employee is qualified to fill the lower position. In addition to the foregoing, departmental seniority shall apply in the case of temporary layoff which is defined as a layoff of less than 28 days and that in the case of a general layoff, seniority shall be determined on a plant basis.
