Layoff and Job Security. In the event that it becomes necessary to lay off an employee, the Employer shall lay off the employee with the least continuous service in the job classification affected provided that the remaining employees have the qualifications and ability to perform the job. Employees shall be recalled within their job classification in the order of their continuous service in the job classification where jobs become available provided they have the ability to perform such jobs.

No new employees shall be hired within a job classification until those laid off from the same job classification have been given the opportunity of recall.
