Landfills. Schedule 2.27 lists each landfill owned or operated by Purchaser and accurately describes each such landfill by its city or county and state or province of location, total area (in square meters), permitted area (in square meters), estimated remaining permitted capacity in cubic meters, estimated or mandated closure date, and estimated closure, post-closure and reclamation liability at its projected or mandated closure date (computed at the closure date with and without discount to present value) and any other recorded or unrecorded accruals, contingent or otherwise, or reserves related to landfill liabilities of any type.

Landfills. The two landfills include the Hazardous Waste Landfill (HWL) and the Enhanced Hazardous Waste Landfill (ELF). These landfills are located within the Corrective Action Management Unit (CAMU) at the RMA, which was established under the requirements of RCRA, as described in the CAMU Designation Document (CDD) (Attachment L20). The landfill caps utilize a biota barrier along with institutional and engineering controls to prevent contact between hazardous materials and humans/biota, and geosynthetic materials that meet the requirements of RCRA Subtitle C, to provide a barrier that is designed and constructed to minimize percolation of moisture into the waste. The landfills also have associated groundwater monitoring well networks, leachate collection systems (LCS), leak detection systems (LDS), and related appurtenances. The HWL is a double-lined landfill constructed with a RCRA Subtitle C cap of approximately 45 acres. Other features include surface water controls, four LCS and four LDS sumps, a network of groundwater monitoring xxxxx, and engineering and access controls. Approximately 1.8 million cubic yards of material were placed in the HWL during remediation. Additional details and O&M requirements for the HWL are provided in the Hazardous Waste Landfill Post-Closure Plan (HWL PCP) (Attachment L8). The ELF is a triple-lined landfill constructed with a RCRA Subtitle C cap of approximately 39 acres. Other features include surface water controls, two LCS and four LDS sumps, a network of groundwater monitoring xxxxx, and engineering and access controls. The ELF contains waste in two separate cells; one designated as the Waste Pile (WP) cell and the other designated as the Lime Basins (LB) cell. Although referred to as the LB cell, primarily Basin F related material was placed in the ELF. Approximately 1.1 million cubic yards of material were placed in the ELF during remediation. Additional details and O&M requirements for the ELF are provided in the Enhanced Hazardous Waste Landfill Post-Closure Plan (ELF PCP) (Attachment L9).
Landfills. Inspection and monitoring of the landfills generally include the following:  Inspection of caps and vegetation conditions  Monitoring cap settlement and erosion  Inspection of surface water controls  Inspection of LCS, LDS, and Leachate Storage and Loadout Facility systems  Inspection and monitoring of engineering controls  Monitoring, collecting, and transporting leachate off-site for disposal  Monitoring LCS, LDS, and groundwater quality The Contractor shall conduct inspections and monitoring activities monthly, quarterly, semiannually, and after severe weather events, in accordance with the HWL and ELF PCPs.

Landfills. These conditions apply to staff employed under a “4 days on, 4 days off” roster working on Landfill operations at Council’s Waste and Recycling Centres within the Community Services Directorate.
