The Government recognizes that the inventory of data processing and/or information systems, technologies, methodologies and processes ranges from obsolescent to near state-of-the- art, and that the technology presently being introduced into the information technology marketplace is revolutionary rather than evolutionary. The ability of the contractor to respond to new technologies, methodologies, and processes is both necessary and appropriate.

Labor Categories. General labor category descriptions, qualifications and allowable substitutions are specified in Attachment J-3. Labor categories are designated as primary and secondary for each FA. Primary labor categories perform work activities that are within the scope of the FA. Secondary labor categories perform related work that supports, augments or is otherwise related to the primary work undertaken. New labor categories may be added at the contract level. If and when labor categories are created in this manner, the resulting labor categories will be added to one or more FAs, and designated as primary and secondary for each FA as appropriate. The new labor categories will be refinements of the general labor categories defined in this SIR. The general ceiling price for a labor category in a functional area defines the maximum for any new labor category created as a refinement of the general labor category. Contractors will be required to propose ceiling prices for new labor categories in the functional areas for which they are qualified, on an ad hoc basis. The government may add additional labor categories throughout the period of performance and pricing will be requested at that time. Subject Matter Expert (SME) and Introduction of New Service are unpriced labor categories and cost build-up data will be required when utilized. Justification for proposing an SME is required from the program office as well as MOA holder and must be approved by the Contracting Officer. SMEs are direct labor, not ODCs.

Acquisition/Operations Logistics Manager/Onsite Lead, Senior, (Standard Occupational Classification) (SOC) Code 11-1021 Description: Acts as day-to-day onsite technical and personnel lead for the TO for each APML. Performs various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability or maintainability programs and information systems. Works on logistics and maintainability programs and with logistics and maintenance control organizations on issues such as: technical evaluation and identification of weapons systems logistics requirements and resources; development of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; LCC analysis and control; weapons systems HW and SW standardization and compatibility; IPS/Reliability and Maintainability (R&M) program T &E planning and execution; and, IPS/R&M program management analysis. Collects, compiles, analyzes, investigates, researches, or applies logistics, maintenance, acquisition, or financial data and information. Develops, modifies, prepares, or validates documentation in relation to automated logistics or maintenance data reporting systems, and management information systems. Responsible to PSM. Education: MS or MA Degree in Acquisition, Logistics Management, Business, Engineering, or Management. Experience: At least 10 years’ recent FTE experience in acquisition logistics support, operational logistics support, or maintenance engineering. Of those ten (10), at least three (3) years shall include Program Management experience. At least four (4) years directing acquisition or operations logisticians in the performance of comprehensive analysis across the spectrum of IPS elements during a job assignment in or in support of an operational command.
