Justification. All Requests for Change Orders shall include an attachment containing a detailed narrative justification therefor, describing the circumstances underlying the proposed change, identifying the specific provision(s) of Section 4.5 that permit a Change Order to be issued, and describing the data and documents (including all data and reports required under Section 4.5.12) that establish the necessity and amount of such proposed change.
