Integrated working. Hours System and Non-fixed Working Hours System shall be carried out on the basis of the approval of labor administration of the government. In the event that the position is disapproved or the approval thereof is withdrawn during the performance of this Agreement, both parties shall be subject to the Standard Working Hours System. In the event that the Standard Working Hours System to which the Employee was subject changes to the Integrated Working Hours System or Non-fixed Working Hours System as approved by the relevant department of the government, the working hours system of the Employee shall be changed in accordance with the approval.

Integrated working. The impact of services are significantly increased if clear integrated pathways can be developed, with partners working together. For example, better links with prisons can improve engagement with drug treatment at discharge and improve the effectiveness of existing provision. The Commissioner would therefore like to prioritise schemes which help link mainstream services together, such as ‘through the gate’ provision. The Commissioner would like to be involved in future discussions to shape the Hampshire Operational Model for Effective Recovery (XXXXX) and IOM projects to ensure that reducing crime and ASB are always under consideration by partner agencies Supporting Recovery In order to support individuals to move away from substance misuse, the Commissioner will support the following approaches:  Building Recovery in Communities (BRiC) is a key theme of the National Drug Strategy. The strategy emphasises the effectiveness of mutual aid and peer-led provision in building and sustaining recovery in the community. The development of a wider network of Peer mentoring groups across Hampshire and the Isle of Wight would be encouraged.  Projects to overcome the barrier between prison and the community, improving the transition from prison into substance misuse treatment and support. Such schemes are needed across Hampshire and the Isle of Wight, working in partnership with existing CARAT teams, improving treatment outcomes and reducing crime. Supporting carers and families One issue that concerns agencies are the number of young people who are caring for parents who are addicts. They receive little support and there is evidence that a disproportionately high number will become addicts themselves. The Commissioner’s approach will be to work with colleagues to reduce the likelihood of people abusing alcohol or drugs in the first place. Secondly, we will work with partners to help sustain individuals who are attempting to turn away from substance misuse. Peer Support With the exception of the ‘About Turn’ projects and a number of local peer support groups, mutual aid provision in Hampshire has been under-developed with the primary focus of engagement work being the involvement of carers and service users in the commissioning process. Legal Highs ‘Legal highs’ is an increasing problem with increasingly tragic consequences. We would like to work with schools to help educate Hampshire’s young people. Any unresolved issue arising from a mutual agreement procedure case otherwise within the scope of the arbitration process provided for in this Article and Articles 25A to 25G shall not be submitted to arbitration if the issue falls within the scope of a case with respect to which an arbitration panel or similar body has previously been set up in accordance with a bilateral or multilateral convention that provides for mandatory binding arbitration of unresolved issues arising from a mutual agreement procedure case.
