Incident Command. (a) The Requesting Party will designate an Incident Commander. Resources provided by the Responding Party will be subject to the direction of the Incident Commander, unless the Incident Commander, based on all the facts and circumstances at the scene of operation, requests that the Responding Party take charge of the operation based on superior resources, expertise, or other reason. In order to realize maximum effectiveness, it is the intention of the Parties that the response be under unified command with the highest degree of coordination possible under the circumstances.

Incident Command. In those instances where the assisting Department arrives before the jurisdictional Department, the assisting Department will take the necessary action dictated by the situation. However, it is assumed that the jurisdictional Department will arrive shortly after the arrival of that assisting Department. Overall command of the incident will be assumed by the jurisdictional Department upon its arrival at the scene. The highest- ranking officer of the assisting Fire Department at the incident, who will become the Agency Representative (AREP). When it is deemed appropriate, the AREP may enter into Unified Command with the jurisdictional Department’s Incident Commander. It is understood that such a decision may require approval from an Agency Administrator of the assisting and/or jurisdictional Department. A common and agreed upon communications plan shall be established and utilized by all resources and Incident Commanders.
Incident Command. 1. At emergency response scenes where they are present, the local fire agency having jurisdiction has the responsibility for overall scene safety and management. Contractor is included in standard operating procedures within the incident command system and has command responsibilities prior to the arrival of the fire agency. Once the fire agency arrives on scene, the command responsibility is transferred to the ranking fire officer. Authority and responsibility for patient care will initially be the responsibility of the lead paramedic, regardless of rank or agency, on the first arriving first response or Ambulance vehicle. The authority and responsibility for patient care will be transferred to the lead paramedic, nurse or physician on the transport Ambulance (ground or air) as described in the PFA Protocols. Decisions regarding medical treatment will be determined according to current Protocols and standards.

Incident Command. The parties shall follow the established incident command system. The first party arriving at the scene shall assume incident command. The second party at the scene shall be under the direction and control of the first party to arrive at the scene and this incident command structure shall continue from the time of arrival of the second party until the time of departure of the second party. Each party, while proceeding to and returning from the emergency scene, however, shall be under the direction and control of its own fire department or district.
Incident Command a. The first arriving Fire Department will assume Incident Command and begin fire ground command function. When then Home Fire Department arrives, a ranking officer will contact the incident Commander directly and, if it is decided that a transfer of command would benefit the situation or is desired by the parties, the Home Fire Department will assume command. The Incident Commander being relieved will provide a briefing to the officer assuming command indicating situation status, assignment and tactical needs. Once the briefing has been conducted, confirmation of Incident Command transfer will be broadcasted over the radio to alert all fire ground personnel.
Incident Command. This exercise shall require candidates to present a plan for handling a major incident. The final set of exercises will be determined based on the results of the job analysis. The assessors for each exercise shall independently evaluate candidate performance using a series of Behaviorally-Anchored Rating Scales (based upon the important managerial abilities identified during the job analysis).
