Inception Report. This report will describe in more detail the way the evaluation will be conducted and the methodology. It will provide proposed content of the questionnaires, interview questions, focus group outlines and the list of organisms and stakeholders to be consulted and also the number of interviewees and their positions and names (model - table n°3). This document will provide the Commission with the opportunity to check the feasibility of the method proposed and the extent to which it corresponds with the needs outlined in the terms of reference. Inception Report. To present the initial progress made by the evaluation team an Inception Report was developed. Inception Report. A final version of the inception report should be su bmitted to the Evaluation Steering Committee by June 2021. It should detail the final evaluation questions (discussed with the Evaluation Steering Committee), evaluation design, work plans and timeframe, responding to any comments, suggestions, or requests for clarifications from the Evaluation Steering Committee. The evaluation design, work plan, and final evaluation questions will be designed to assess the performance of the programme against the To C. Following the review of existing plans and systems, realistic recommendations for the revision of BV M&E plans, data collection methods, tools, and timeframe will also be included if such revision is considered necessary for the final evaluation phase. If any gaps in the available data or data being collected are identified, the inception report should also include a clear outline of any primary data that will need to be collected by either BV or the independent evaluators (as agreed following the inception) with accompanying methods, and justification as to why the extra data is required for good completion of the programme evaluation.

Inception Report the TASU is expected to submit an inception report within 6 weeks of mobilisation of the team. The inception report with include, inter-alia, a set of outputs and milestones, to be developed in consultation with CMU and other key stakeholders, against which the TASU will be held accountable. The set of outputs/milestones is expected to qualify to the requirements outlined at the beginning of this section as well as the outputs developed under the project logframe at the minimum.
