Identification and Evaluation. Qualified Staff shall determine, in consultation with SHPO and Tribe(s), if the APE contains historic properties, including properties of religious and cultural significance to Federally-recognized Tribes. This may include the review of newly developed or previously produced documentation in coordination with the SHPO of jurisdiction, appropriate Federally-recognized Tribe(s), and any additional Consulting Parties.

All identification and evaluation activities shall conform to the Secretary of Interior’s Standards and Guidelines for Archaeology and Historic Preservation, Standards for Identification (48 FR §44716 at §44720-44723). Critical steps in the identification process are: a literature review; consultation with SHPO and NHO; field survey, as necessary; documentation of results; record keeping; and determinations of NRHP eligibility.
