Hunting. 4.1.1 Parties shall cooperate to ensure that their hunting legislation implements the principle of sustainable use as envisaged in this Action Plan, taking into account the full geographical range of the waterbird populations concerned and their life history characteristics.

The species is therefore particularly vulnerable to such harvesting, and this may have accelerated the dramatic population decrease during the first part of the last century. T he short flushing distance and short straight-line flight of the birds when flushed makes them also vulnerable to hunting during migration and wintering. The species is legally protected in all breeding countries with the exception of the Russian Federation, Ukraine and Belarus. In Russia the annual bag is estimated at 32,000 birds (80% of which are juveniles) (Xxxxxx Xxxxx pers. com.), which seems to represent a limited proportion of the breeding population. No bag statistics are available for Ukraine and Belarus. The species is also hunted in Africa and shooting pressure is reported to be high for some areas (locally). The total effect by hunting in Africa is unknown, but at present it is probably of restricted importance.
